The Osun State Government has dismissed the accusation of the main opposition All Progressives Congress (APC) of hoarding the N2bn fund received from the federal government as a mere rhetoric of palace jesters, urging the people of the state to be wary of a imbecillic scheme by the opposition to pitch them against the performing Adeleke administration.

In a statement signed by the Commissioner for Information and Public Enlightenment, Oluomo Kolapo Alimi, the State Government said it was unfortunate that the APC is counting on sheer misinformation to warm itself back into the heart of the people following its abysmal performance in government that is responsible for the resounding rejections suffered at polls from Osun people.

Oluomo Alimi maintained the Adeleke administration’s resolve to transparency and judiciously administering any resource in its possession unlike the experience with the immediate past APC government, assuring Osun people that the N2bn is safe and will be applied in a transparent manner to their benefits.

“The undeniable truth about the Osun APC is that it is seriously down, but instead of working on its inadequacies that is responsible for the pitiable situation it has found itself, the APC is taking to wild and irresponsible lies to hoodwink unsuspecting public,” he noted in the statement.

“For the APC to begin to peddle outrageous claims that this government is hoarding N2bn fund received from the FG is a clear sign of how low it has sunk. The APC has become consistent in peddling wild theories and cooking tales just to create a false impression about the Adeleke administration in the minds of Osun people.

“Osun people will note that the Osun State Government announced the receipt of the N2bn fund from FG, but to guide against the kind of experience of the abuse that featured prominently in the past, the Adeleke administration is carefully thinking through utilization of the fund especially when it is not a free gift as Osun APC erroneously tried to paint.

“We therefore called on Osun people to reject the antics of the APC as it was never borne out of genuine concern for their welfare, but mere political pandering. The Adeleke administration understands the tough situation that the removal of fuel subsidy imposed on them and is working within available resources to cushion the impact.”, the statement noted.

The Commissioner described the APC as an irredeemably divided and discredited political platform that has permanently lost any goodwill with Osun people, adding that “the more the party lied, the deeper it sank into oblivion with the voting public”

Democracy can only survive in Africa when leaders allow free and fair elections and elected leaders serve the interest of the citizenry, Osun State Governor , Senator Ademola Adeleke has declared.

He made the assertion at a three day executive retreat organised by the African office of the United Nations Development Programme ongoing at Kigali, the capital of Rwanda.

Speaking as part of 16 state governors who attended the retreat, Governor Adeleke attributed challenges facing democracy in Africa to the refusal of elected officials to deploy state power in service of the people and a follow up trend of resisting free and fair electoral process.

While advancing the importance of due process and rule of law for democratic survival , the Osun state chief executive noted that leadership positions should be seen as a tool for service to the people , urging leaders to have fear of God as foundation for leadership success.

” I am glad to be here. Permit me to call on leaders in and out of here that we must allow democracy to work. We are products of the democratic process . So we should allow free and fair elections.

” Our people put us here . So we must serve their interest. If we fail to serve their interest , we must accept when we are voted out. Once we are elected , we must be on our toes and make a difference.That is how democracy can thrive.

” Democracy in whatever form must bring development. If democracy does not produce development , there will be problems with the system. I love what I see in Rwanda. There are serious lessons to learn.

” I try to practice what I preach. In Osun state, I govern with an eye on rule of law and due process. I know developed nations got to where they are today because they allowed democracy to function, they embraced rule of law.

” Let me also add that the citizens too must play their parts. The citizenry must be active and defend the electoral process. The people must rise to ensure free and fair elections.

“We will learn a lot here. We will exchange notes. We will be better leaders”, he told the gathering

A continental leader, Donald Kaberuka, in his submission emphasized the essence of contemporary leadership in a rapidly changing world.

According to him, legal compliance, legitimacy, and empathy are pivotal attributes, calling for fair governance as a central theme and stressing the importance of inclusive leadership.

Governors from Nigeria who attended the retreat include those of Oyo, Abia, Anambra, Benue, Cross River (represented by the Deputy Governor) ,Delta, Ekiti, Enugu, Jigawa, Kaduna, Lagos, Niger, Nassarawa, Taraba, Sokoto (represented by the Deputy Governor) and Zamfara

Special Guests include Mohammed Yahya, Nigeria Country Head for UNDP, who provided insights on technical capacities such as AI and Climate Change.

OSOGBO – 04/08/2023 – Osunstate.gov.ng

Governor Ademola Adeleke of Osun State has kickstarted the Osun State Business Growth Initiative through strategic partnership with federal and international organisations and agencies.

In line with his commitment to transform Osun from a civil service state to a business and industrial state, the Governor in Abuja in the last two days directed the hosting of two top flight meetings to address business Growth and industrial foundation for Osun State.

While a delegation had far reaching discussions with the Nigeria Export Processing Zones Authority on reviving Osun free trade zone and kickstarting the agricultural processing zones, another team was at the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) to develop a new Memorandum of Understanding (MOU) to strengthen SME growth in the state.

The team that met the SMEDAN management led by Senator Akogun Lere Oyewumi had the Chief of Staff, Hon Kazeem Akinleye and other top government officials in attendance. Organized by the Commissioner for Commerce and Industry, Rev Bunmi Jenyo, the meeting had the full presence of directors and top management of the agency.

Senator Oyewumi who spoke on behalf of the state delegation informed SMEDAN management of the state’s readiness to tap into all the programmes of the agency to develop Osun businesses.

“You can see our delegation is strong and this demonstrates our readiness to grow the Osun business potentials. We seek revival of previous agreements and the creation of new ones. Our government is business friendly”, Oyewumi said.

The Director General of SMEDAN, Olawale Fasanya told the delegation that Osun is receiving full attention of the agency, citing various initiatives such as the proposed training facility within the Industrial Development Centre, Osogbo, ongoing identification for development of small cluster business zones, matching fund programme advertisements and the conditional grant scheme.

“We have had several MOUs with previous Osun state governments. Now is the time to build up a new one that will be very comprehensive”, the SMEDAN boss noted.

At NEPZA, both parties agreed to accelerate the revival of the Living Spring Free Trade Zone which has been moribund for years.

The Osun Government team led by the State Commissioner for Commerce and Industry and the NEPZA team led by the agency Managing Director, Prince Adesoji Adesugba agreed on the following; resuscitation of the Livingspring free trade zone, partnership on the development of the Special Agriculture processing Zone and development of the state investment promotion agency.

“I have the sense of urgency to change this label of civil service state. We want our industrial sector to grow. Therefore, we have to develop the abandoned free trade zone, this will drive inflow of investment. We hope to get the SME industrial clusters off the ground, need mini-industrial parks all over the Senatorial districts. We are reviewing the Omoluabi economic zone to make it truly functional.

“With the state cabinet in place, I seek to quicken the pace of our delivery. That is why we are hosting several delegations locally and internationally. That is why we are targeting national and global agencies. As a businessman before now, I am convinced that developing our business is the best way to grow the state”, Governor Adeleke affirmed.

OSOGBO -31/07/2023

Governor Ademola Adeleke of Osun State has warned his newly inaugurated commissioners and advisers against corrupt conduct even as he restated his commitment to the full implementation of the five point agenda.

Declaring open a three day executive retreat for commissioners and advisers, Governor Adeleke rolled out principles which he called on all appointees to abide with, pointing out that the realisation of the five point agenda will provide a solid foundation for a new Osun State.

Taking time to update the participants of the five point agenda, the State Chief Executive officer re-emphasised details of his governance agenda as follows:

“First line charge for workers’ welfare, salaries, gratuities, and pensions: The above flows from the close link between formal and informal workforce in Osun State. When state workers are well treated, the informal sector booms as Osun is for now almost a civil service state. So in your policy framework, you must be mindful of the likely impact on workers, both within and out of government. Our policies and programmes must be workers’ friendly;

“Boosting state economy by business partnering and support for business class: Osun faces twin setbacks of poverty and unemployment. To change the narrative, we must deepen the state economy through incentives and an enabling environment for the business class. Here, the class covers the Small and Medium Scale Enterprises (SMEs) and the market operators across gender. We must introduce policies that will increase the state GDP through prosperity of the business community. In return, a booming state economy will employ more job seekers and enhance tax revenues to bridge the infrastructure deficit.

“Osun money serving Osun people through homegrown infrastructure policy: Osun state has suffered multi-billion naira capital flight in the last 12 or so years. That unfortunate past is responsible for this agenda of localisation. This implies the government patronizing local suppliers and contractors. State fund thus revolves within the local economy, deepening state growth and ensuring local economy expansion. We are to address infrastructure gaps through local affordable options. Part of localisation is our direct labour policy, this reduces cost of projects, ensures standard monitoring, creates local jobs and empower local business class. You must therefore avoid exporting contracts and services outside the state except where there is no local alternative. We must not repeat the errors of the past which were responsible for the present precarious state.

“People-focused social policy through skill-based education, affordable health care, state security, and social security support: Osun was in the past a victim of fanciful policy designs which neglected the people and relegated their interests to the background. We must run a people-centric government. Have it at the back of your mind that the principal goal of government is the welfare of the people. So we must ensure reforms in education, health, women and youth sectors that positively impact on the people. As politicians, it makes sense for us to genuinely serve the people. They voted for us. Constitutionally, governments are set up for the welfare of the citizenry.

“Agro-based Industrialisation for wealth and job creation for youths and women: Osun is a state blessed with multiple resources as a traditionally agricultural state. Our Industrialisation efforts should be agricultural based in addition to other sectors such as solid minerals. We must create industrial parks, agriculture processing zones alongside our free trade zones. The target should be the development of value chains of agricultural products to access local and international markets. This will energize and engage our women and youth and transform Osun from its present civil service status”, the Governor told the team.

He proceeded to admonish the commissioners and advisers, adding “I expect all appointees to uphold these principles in public and private conduct as follows:

“Responsive Government: We must all beware of conduct injurious to the welfare of the public. We should be responsive at all times to the aspirations of the citizenry. We must remain of the people, by the people and for the people;

“Honesty and integrity in public service: The public is watching us. The opposition is monitoring our actions and inactions. You must be above board. Corrupt conduct will be heavily sanctioned.

“Innovation in Governance: Osun is confronted with multiple governance questions, yet, our financial resources are limited. Our only option is to think out of the box. As heads of MDAs, I charge you to be very innovative. You are to generate and implement problem solving ideas within the framework of the five point agenda;

“Prudence in Governance: In times of national economic emergency, I love achieving much with little resources. You must be prudent and adopt measures that reduce the cost of projects and services.

“United team Work: I am a team player. I expect synergy and collaboration. You must avoid infighting as much as possible. If you are in doubt, approach the Chief of Staff for clarifications. There won’t be any room for solo actors in our cabinet. You must work as a team with a common goal to make a difference in the lives of our people.

“Harmony with Bureaucrats: We must get it clear that while the commissioners are the political heads of the Ministries, the permanent secretaries are the accounting officers. We must therefore work with the public service within the context of public sector laws and regulations. Political appointees must respect public service rules.

“Due Process /Rule of Law: Above all, my leadership is about due process and rule of law. You must not cut corners. I will not compromise transparency and accountability”, he explained.

While lauding the partnership for development among the three arms of government, the Governor advocated sustenance of the close relationship among the executive, legislative and executive arms of government to achieve good governance.

The opening programme for the retreat was attended by the Deputy Governor, Prince Kola Adewusi; the Secretary to the State Government, Hon Teslim Igbalaye; The Head of Service, Mr Samuel Ayanleye Aina, the State Chairman of the PDP, Hon Sunday Bisi; the House of Assembly Speaker, Hon Adewale Egbedun; the Deputy Speaker, Hon Oyewusi Akinyode; the Orangun of Oke Ila, His Royal Highness, Adedokun Abolarin; permanent secretaries, members of the House of Assembly and Special Advisers among others.
