Cocoa-farmersOsun State Commissioner for Agriculture and Food Security, Mr. Wale Adedoyin, has appealed to the leadership of the All Farmers Association of Nigeria (AFAN), Osun State chapter to allow peace to reign within the association to achieve the task of making the state food secured.

Adedoyin gave the advice in Osogbo during a meeting held with the executive members of the association on how to make things work better for farmers in the state.

He explained that the only issue government is interested in is to support farmers with a view to boosting food production and not to continue to settle feud among members of the association. The commissioner, who expressed delight in the cooperation and love that now exists among othe farmers body, stated that government is not interested in the association’s politics but can only act as an observer during their elections to elect their leaders.

He advised the farmers’ body to eschew bitterness and embrace cooperation, saying that it is the only way through which they can get the support of the present administration which Ogbeni Rauf Aregbesola is always willing to give to farmers.

He stated that with the new harmonious relationship, this year’s Agric show and farmer’s festival will be more colourful and interesting than the previous ones, while the World Food Day will also be celebrated accordingly.

The Chairman of the All Farmers Association of Nigeria, Osun chapter, Chief Raheem Adeniji, assured the commissioner that all grievances within the Exco have been settled, saying that they are now ready to work together for the progress of farmers in the state.

He expressed gratitude to the administration of Ogbeni Aregbesola for always calling for peace within the farmer’s association.

timthumb (3)As part of activities to mark this year legal week, the Chief Justice in the State of Osun, Justice Adepele Ojo, has on Tuesday September 23, 2014 released a mentally unstable man, Usman Shaibu and 8 inmates from Ilesa prison custody.

This is just as 5 others were granted bail because of their ill-health which the prison health officer, Mr. Samuel Agboola, said the prison’s hospital could not handle.

Those released are: Dauda Karimu (29), Bamidele Balogun (42), Seun Alatise (31), Dayo Oluwafemi (36), Usman Shaibu (31).

Others are: Victor James (23), Femi Bamidele (24), Ojo James (38) and Kabiru Jimoh (34).

Also, those granted bail are: Sunday Agwu (29), Adebayo Sunday (31), Abiodun Adebayo (46), Ibrahim Saheed (32) and Tosin Ojo (35).

Most of the inmates listed for consideration of pardon were standing trial on armed robbery and murder cases and have spent about 7 years in prison custody without their case being heard at the court.

While some were released on health ground, others were released because their case file could not be found after some years in prison.

Those released on health ground were Shaibu, a mentally unstable man who has spent 5 years in prison, Bamidele, an asmathic patient who has spent 4 years, and Jimoh a neuro disease patient.

Karimu, Balogun, Alatise, Oluwafemi, Ojo and Victor were released because their case file could not be found after 7 years in prison without their case being heard at the court.

Also, Justice Jide Falola frowned at the delay of justice for prisoners adding “most of them have wasted 7 years unproductive for neither themselves nor the state. They may come out and become notorious most especially when they were not guilty of the allegation they suffered for.”

He however urged the police to be diligent in their prosecution saying that “any offence that does not have a case file was just to punish the accused person and it is not good for an innocent person to be languishing in prison.”

Meanwhile, a female prisoner (name withheld), who was brought by the prison officer for pardon was denied as all magistrates objected to her forgiveness.

The inmate woman was sentenced to one year imprisonment by a woman Magistrate Olowolagba, for issuing a fake cheque of N270,000 to her customer.

The prison officer, Mr. Alabi Ibrahim, said that he brought the woman because of her infant who was not released to her family.

Ibrahim informed the CJ that the woman had spent 3 months out of one year praying that her sentence be quashed so that she would go and take care of the infant.

Also praying for the release of the woman was, an Assistant Legal Aid officer, Mrs. Julie Olorunfemi, who said that her office would have paid the fine if the woman was given an option of fine.

When Justice Falola asked why the woman was not given an option off fine, the magistrate that handled the matter was said to be absent.

But, the Chief Magistrate, Mr. Muhammed Lasisi, who spoke on behalf of others magistrate, said that he would be discouraged if the woman is pardon noting that the discretion of magistrate that deliver the judgment would be queried.

The CJ however urged the legal aid to take up the matter and appeal the judgment.

While narrating their ordeals, the freed inmates said with the kind of experience they have had since they were brought to the prison custody, they would not like to pray for their enemies to experience such.

They, therefore, gave thanks to Almighty God for giving them freedom after many years in prison, just as they appreciated the Chief Judge for extending her mercy hand on them.

With a meagre monthly allocation of an average of less than one billion naira from the Federation Account and an Internally Generated Revenue (IGR) of less than N1bn naira a month, Governor Rauf Aregbesola has maintained a motivated workforce paid as at when due; built, renovated and reconstructed primary and secondary school building across the state; rehabilitated, reconstructed and constructed health facilities; built and reconstructed roads and streets designed and completed with covered drains, walk ways and street lights; provided communities across the 30 local government areas in the state with potable water and electricity as well as flood control, environmental sanitation and beautification. Osogbo, the Osun State capital, is undoubtedly a cleaner, safer, orderly and beautiful city compared to the decay of the past. Compared with some Niger-Delta oil producing states’ huge monthly allocation of an average of N20bn and IGR receipt of N8bn, Governor Aregbesola by all standards qualifies to be termed a genius in financial management, prudence, accountability and transparency.

Governor Aregbesola introduced Sukuk Bond to fasttrack the state’s economic development. He knows that Sukuk, commonly referred to as the Islamic equivalent of bond, is opposed to conventional bonds, which merely confer ownership of a debt. Aregbesola knows that Sukuk grants the investors a share of an asset, along with the commensurate cash flows and risk. As such, Sukuk securities adhere to Islamic laws sometimes referred to as Shari’ah principles, which prohibit the charging or payment of interest. Governor Aregbesola wants to achieve rapid economic development for the people of the state and other Nigerians by catalysing both national and international trading infrastructure, product innovation and information flow within strong, transparent and well regulated standards and guidelines. The governor wants to promote acceptance and integration with mainstream markets.

According to the issuing houses, Governor Aregbesola’s sukuk initiative was said to be the first Islamic bond in sub-Saharan Africa. The Sukuk bond was issued in accordance with enactment of the Osun State Bonds, Notes and Other Securities Law 2012 and setting up the Osun Sukuk Company Plc. Though the governor knows that Sukuk is Islamic in nomenclature, the Sukuk bond is a conventional bond and coordinated by the regular investors in the nation’s capital and money market. The bond was issued in accordance with the Security and Exchange Commission’s rules and regulations. The N14. 4 billion sukuk (14. 75 percent) fixed return tranche 2 has 42 investors with Lotus Capital Limited as the leading issuing house and Augusto and co, one of Nigeria’s leading rating agencies, as the rating agent. The bond, which is being used to finance roads and school constructions across the state, is due in 2020. While authorising and approving the offer at the board meeting for the Sukuk Company, Aregbesola said his government took the sukuk bond as an opportunity for the development of the state. “In name, the bond is Islamic but it has the conventional bonds’ characteristics and is coordinated by the regular capital and money market investors.Out of the 42 investors, only one of them (Jaiz Bank) is Islamic and the name sukuk is just a nomenclature. The investors are regular Nigerians,” the governor said.

The emergence of Sukuk in Osun and indeed Nigeria has been one of the most significant developments in Islamic capital markets in recent years. Put simply, Sukuk instruments act as a bridge. They link their issuers, primarily sovereigns and corporations in Osun State,, Nigeria, Middle East, Africa and Southeast Asia, with a wide pool of investors, many of whom are seeking to diversify their holdings beyond traditional asset classes. In this way, funds raised through Sukuk can be allocated in an efficient and transparent way to infrastructure initiatives and other deserving projects in the 56 member countries of IDB, as well as communities in over 100 non-member countries.

The Debt Management Office (DMO) in Abuja has said that Osun’s debt profile is a sustainable one which is healthy for its economic development. Dr Abraham Nwankwo who is the Director General of DMO in the Presidency has said that Osun State is one of the best states in the federation with public debt management, describing the claims that Osun was heavily indebted as mere propaganda and hoax. Nigeria wants to make sure that all segments of the society is captured in the bond market because there are some groups of people or individuals who do not want to participate in ordinary bond because of interest. Osun took the initiative and helped in introducing Sukuk in Nigeria. This is Governor Aregbesola’s vision for the people of Osun and the rest of Nigeria by introducing Sukuk bond to sub Sahara Africa.

The governor understands how domestic and foreign investors buy Sukuk which have various structures approved by Shari’ah boards of Islamic scholars. He knows that Sukuk issuance has proven its resilience during recent periods of turbulence in global capital markets.

Governor Aregbesola understands that Sukuk will play a major role in the development of infrastructure and this is crucial to his vision of establishing Osun as a commercial hub for the South West of Nigeria.

roadOsun State Government at the weekend flagged off the construction of 225km rural roads across the state with the sole aimed of boosting agricultural practices and food security in the state.

Performing the flagging off of the construction of the rural roads tagged: “Osun Rural Access Mobility Project (RAMP)” at Ira Open Square off Ilesa-Akure road, Governor Rauf Aregbesola explained that his administration planned to modernize agricultural practices in the state.

He stressed that modernizing agricultural practices would be a magic bullet by which his administration can effectively deal with many of the social and economic problems facing the state.

The Rural Access and Mobility Project (RAMP) is a tool for rural transformation which addresses the basic needs of transporting goods and services in the rural areas. Aregbesola pointed out that with the development of agriculture the festering cancer of hunger, unemployment, poverty, and poor education can be dealt with.

He said, “indispensable to this agricultural revolution programme is according necessary development attention that had long been denied to our rural areas. This crucially involves opening them up by road.

“Our effort in this area has fortunately attracted the attention and assistance of development partners who have been doing a lot to enhance our road infrastructure development in the rural areas of Osun.

“This project supported by the World Bank and French Development Agency, have gone a long way in furthering our objective of linking our food production centres in the rural areas with their supply centres mainly located in the urban areas both within and outside the state”. The governor told the gathering.

He emphasised that for ease of administration and more effective implementation, the 225-kilometre roads have been organised into four lots covering four different parts of the state.

I feel a high sense of fulfillment as a citizen of the State of Osun and as a patriot at that, to write this letter of commendation to Ogbeni; knowing full well that it will catch his fancy to read. Meanwhile, accept my hearty congratulations, as the team in OSUN DEFENDER newspaper also has its own share of credit that I have to apportion at this period. Your contribution to the success story is immense. Whether anyone remembers or deems it worthy to reward you commensurately or not; the imprints of your noble role in the liberation struggle for Osun are golden and evergreen.

The most fulfilling aspect of the joy I know is the fact that Ogbeni Rauf Aregbesola has not let us down. Throughout the first four-year tenure, there had not been a boring moment, as he continued to roll out new programmes, policies, projects and innovations, which have all added much value to the lives of the generality of our people. Under some other dispensations, governments were made to run policies and programmes to the exclusive benefit of the privileged few, the elite in particular. Under others, it could not be accurately placed whether anyone else than the helmsmen and their co-travellers had anything to benefit.

Fortunately under Ogbeni, everyone in the State of Osun has one thing or the other to gain. If there were losses, they should not be such that must be moaned over; as such losses should have arisen in order to promote the overall interest of our state, its people and generations yet unborn. Ogbeni moves me close to tears each time he speaks at public fora, defining the whole duty of a government that is responsible and responsive.

As a man, Aregbesola lives his words. He has run a government that is responsible and responsive. He committed his might and means to give to his people all that they need within the ambit of available resources. He made accountability and prudence the twin-watchword of his official conduct. In spite of dwindling statutory monthly allocation from the Federation Accounts, owing to whatever reasons it was attributed to by the handlers of the government at the centre, Aregbesola never derailed nor faltered in his determined strides to make the living conditions of his people better.

It is most deserving that we should give credit to those who deserve it. It is more of weakness than strength of character to condemn all leaders all the times. The experience in Osun since Aregbesola came into the saddle has been such that if it continues, our state shall soon become an advanced sub-nation within a backward nation.

Those who make noise running the government down do so for selfish ends. At best, Osun as at today does not require change of leadership. Anyone who clamours change among the middle or lower class is treading the path of regret. Now that it is not too late to take recourse, I strongly advise such misled ones to wake up and reason well. None of the fake contenders around could bring about transformation that will be all-embracing as the one in vogue at present. Among them, the noisiest is outright bad product which all of us should reject.

Semiu Okanlawon is the Director of Press to the Osun State Governor, Ogbeni Rauf Aregbesola. In this interview with a CORRESPONDENT, he bares his mind on the last governorship election in the state, the on-going projects of the APC-led government, issues surrounding the Opon-Imo tablets and other issues. Excerpts…

What’s your observation on the outcome of the August 9, 2014, governorship election in the state?

We never had doubts about victory. Up till two weeks before the election, we were still beginning new projects. We were so convinced of victory. It is not possible for people to drop what is good for what is bad.  People had tasted performance, they had tasted a kind of government that had elevated them and provided for them. So, we did not expect the people to jettison that for what was not good.

What are some of the projects you inaugurated during that time?

Shortly before the election, the Governor did the turning-of-the-sod of the assembly plant of small buses we called Korope. The assembling plant is at Dagbolu in Osogbo. If we were not so confident of victory, we would not be doing that. So, the issues of abandoning projects did not arise. Though we had some hitches financially before the election, and it was not only in Osun State – it was caused by unforeseen circumstances by the Federal Government. We had a 40 percent reduction in allocation and this was not a joke. It affected us badly but thanks to the foresightedness of our governor, Rauf Aregbesola. We had anticipated such things and we were able to pay salaries. Our opponents did not expect us to pay salaries but we were able to pay without borrowing. They did not expect us to pay salary and tried to turn the people against and thank God we scaled through the turbulent water. If you go round the state, you will see that the road projects, building projects are ongoing. We have assured people that at the end of this year we are going tom have mega class rooms that will contain not less than one hundred thousand pupils. So, if we are assuring people of that, we know what we are saying. So far, we have constructed not less than 900 kilometers of road all over the state and more and still ongoing. We have so many other projects on health, security, agriculture and other infrastructure spread across the state. Just a few weeks before the election, we distributed state-of-the-art equipment and armored personnel carriers (APC) to the Police. This is to tell you that we were never bothered.  Our opponents are so good at propaganda and they were able to change the mind of some people but they were not able to do that for the majority of our people because they know them. Election came and it has gone, we have fought a battle and now we are concerned with how we will make life more meaningful to the people of the state. The government is a continuum and we will continue with our good works. Of course, if a government knows that the only reason why the people are so personate about it and so adamant that this is the kind of government they want, then the only thing you can do is to keep on doing what endeared you to them.

There is this fear that most governments and governors who won second term don’t perform the way they did in their first term. What is your take on this?

Let me tell you one thing: this government of Rauf Aregbesola is a government that put people at the centre of all that it is doing and I tell you it can never falter, whether first term or second term. I don’t see the reason that will make Governor Rauf Aregbesola not to perform more than what he did in the first term. The first four years was like when a plane was trying to take off, which was the most turbulent time, now that it has reached the cruising level, it has stabilized. The rate at which people will see development will even be faster than before. When we came, we met a rotten state, now – after removing all the obstacles to development – is it now that we have solved all the problems we met on the ground that we will not be  able to perform? When we came, we met a terrible situation and thank God we have put an end to those problems and the people of the state are beginning to see developments like they had never seen before. If you have seen anything like governors not performing in second term in other states, that cannot happen in this state. I assure you that in four years’ time, the people of the state will tell you that the first term was just a stepping stone. The real construction in the state has just begun.

What is the assurance that developments going on in the state will get to the nooks and crannies of the state?

Let me tell you this, I can beat my chest anywhere that what is being witnessed in the state has never been seen before now. There is no part of the state that is not experiencing developments.  Places were there are no schools now have schools, places without hospitals now have it, in most places where hospitals have collapsed, the Rauf Aregbesola’s government has rebuilt them with drugs, school pupils are not been well fed. In Osun of today, everywhere is witnessing developments.

You said hospitals have been rebuilt, but when I was coming into the state, I saw an abandoned general hospital at Ikire, what is the state doing about rehabilitating it, or is there any other hospital in the town?

There is another hospital in the town. It was relocated several years ago when they people said the place was been regularly attacked by armed robbers. The place has been like that long time ago, it even preceded Oyinlola’s regime.

On Opon-Imo tablets, Prof Adeyeye spoke on a Televeison programme before the election that the Opon Imo has some issues. How soon will those issues be resolved?

There are no serious issues surrounding Opon-Imo. The opposition just tried to make an issue out of the collection of the tablets back from the pupils.  They made it looked to then people that the collection was because of any fault. The agreement was that when you are passing out of school, you are going to drop it. There was a case of a few of them who failed to return those tablets and we have to retrieve it from them.

What I learnt was that the tablets have technical issues from Evans Publishers, which owns the copyright for the e-book used for the tablets. How true is this?

It was from Evans that we got the e-book and if there is no problem with the hard book, there cannot be any problem with the Opon-Imo tablet. There is no issue whatsoever with the tablets. Currently, theOpon-Imo is being revised. Let me tell you, is there any device that doesn’t need upgrading? Look at ipad by Apple; they keep upgrading it with several innovations. I don’t know why some people are afraid of innovations. The question we should ask those who are making noise about the tablet is that, did they come close to this innovation? The answer is no; and I don’t understand why they are making noise about it. They said it is Ibo made. Even if it is Hausa made or China made, the fact is that we are doing something. If we do not attempt to do something, will there be an Opon-Imo tablet? Let them also begin to think of what they can do and not to pull down and innovation like this. Nobody can destroy Opon-Imo and it has come to stay. Subsequent governments after us will only build on it. It has become our educational standard. Nobody, no matter how wicked a government it is, will tell the people that it can not continue with Opon-Imo. The people will revolt, parents will revolt and students will stone such person. You can only come and improve on it.

At the launch of Opon-Imo, the Governor said the state will build a factory where the tablets will be manufactured. How far has the state gone with that?

Yes, the factory is on-going and it is one of the ways the governor want to create employment for the people. The Governor said out of the 1,500 units of the tablets, 50,000 will be imported and that the rest 100,000 units will be manufactured by the company.

Will the 50,000 units be enough for the SS1 to SS3 in the state?

When we first took delivery of the first batch, we prioritized it and we first gave them to those students in the final year. I mean students that are about to write their West African Examination Council exams. We were giving them out as we collect them. We collected them in batches. There was no student who did not get his tablet.

Ebola-‘Ebata-300x160As part of efforts to curb the spread of Ebola Virus Disease, the Osun State Ebola Monitoring and Prevention Committee has organised a sensitisation workshop for Traditional rulers in the state.

The event was held at the Ministry of Local Government and Chieftaincy Affairs Conference Hall, in the state capital. Speakers at the programme were unanimous in urging the traditional rulers to join hands with the state government in the fight against the deadly virus.

In her address at the occasion, the state Commissioner for Environment, Prof. (Mrs) Olubukola Oyawoye, harped on the need for traditional leaders to educate members of their various communities on the knowledge they acquired from the workshop.

The Environment commissioner also called on the monarchs to liaise with appropriate authorities in the state in ensuring that people maintain healthy environment in their communities.

Also speaking at the event, Commissioner of Health, Dr. Temitope Ilori, disclosed that the state government was collaborating with both federal and state medical institutions to curb the spread of the virus to the state.

Director of Primary Healthcare and Disease Control, Dr. Kayode Ogunniyi, while speaking during the event, urged the people to observe hygienic living to protect themselves against the disease.

homepage-iconTHE Special Adviser to Osun State governor on Budget and Economic Planning, Mr. Bade Adesina, has said that the 2015 Budget call circular for Ministries, Departments and Agencies (MDAs) in the state is ready for collection.
Speaking in a statement issued by the Permanent Secretary, Budget and Economic Planning, Mr. Segun Olorunsogo, he called on heads of the MDAs to collect the call circular from the Office of Budget and Economic Planning, Finance in Osogbo, the state capital.
While imploring all the MDAs to adhere strictly to the instructions in the call circular for the formulation of the 2015 budget, the governor’s aide further enjoined them to ensure thoroughness and transparency in the preparation of the 2015 budget.
According to him, budget preparation and formulation is a serious exercise which should be accorded the deserved seriousness and attention.
