Ex-OATUU Secretary General Lauds Aregbesola's Governance Ethos; Advises Federal Government To Adopt His Programmes

Former Secretary- General of the Organisation of Africa Trade Union Unity [OATUU], Comrade Hassan Sumonu, has described Osun State Governor, Ogbeni Rauf Aregbesola, as a revolutionary with demonstrable commitment to the emancipation of the masses of Osun State from the twin problems of poverty and employment.
Speaking as the chairman of the recently concluded 2-day Osun State economic summit tagged Orisun Aje 2014 with the theme ‘Crux of Osun Economic Developmental Master Plan: Analyzing Radical Economic Paradigm Shift’, Comrade Sumonu noted that the rapid physical transformation of the state landscape through the government’s infrastructure renewal plan as well as the creation of various employment generation and wealth creation programmes are solid indications of a people-centered disposition of the government.
The one-time president of the Nigerian Labour Congress (NLC) praised the Aregbesola administration for its dogged commitment to the faithful implementation of his six point manifesto aimed at creating a more prosperous economy for the state.
According to him, ‘Osun State has been greatly transformed. When my tenure as secretary-general of OATUU ended, I had the choice of staying back in Accra, Ghana or coming back to Nigeria to live in Abuja or Lagos. However when I visited Osun , the transformation was so massive that it struck me in a big way and I have chosen to live here ever since then’.
‘I support all developmental initiatives that are people oriented and bring about development. Any government that has a pact with the people must honour and fulfill that pact for such government to remain a darling of the people. From the large turnout of the people at this event, it is clear that the people have keyed into and desired the wholesome success of the Aregbesola administration. It could be safely said that the current government in Osun is a people’s government’, he observed.
The Labour icon advised other governors and even the federal government on the need to study and adopt the Osun state template for socio-economic development .He added that the unemployment rate and poverty level in various regions of the country were growing unabated despite huge resources allocated to solving the problems.
” This is the type of approach the whole country needs. The federal government and other states must put politics aside and see how it is possible to replicate Osun’s pragmatic approach to employment generation and wealth creation all over the country. Nigeria will be the better for such selfless consideration’, he noted.
In a keynote address delivered at the summit, the Governor of the State of Osun, Mr. Rauf Aregbesola, described the current positive growth of the state’s economy as a pointer to deliberate and strategic application of good governance in an environment that was once a typical picture of an economy in total decline.
He said although his administration met a State groaning under heavy pains of rising unemployment rate and critical decay of public infrastructure, the tide, however, changed with application of ingenious people friendly economic strategies backed with selfless desire to change the fate of the poor economy.
Governor Aregbesola added that with clear vision, efficient structuring of the state transactions, credible management of the State project financing and strategic private-public partnership, the state has been re-positioned as the state with the lowest poverty index in Nigeria according to the National Bureau of Statistics (NBS) latest ranking of states in the country.
Comrade Abiodun Agboola, Chairman of People’s Welfare League (PWL), the non-governmental organization that initiated the summit, observed that the group will make the event an annual ritual as a way of acting as an independent body to review activities of government within the public domain.
He noted that, ‘PWL as the third of eye of the public has elected to shoulder the responsibility of bringing the stakeholders together in order to assess the situation of the last 40 months in line with our tradition.’
The 2014 Osun Economic Summit had in attendance a broad-based representation of stakeholders in Osun economic milieu such as representatives of key civil societies, trade unions, cottage industry owners, community-based organizations, business promoters, banks and allied organizations as well as professionals.

The Osun State Governor, Ogbeni. Rauf Aregbesola, has called on security agencies in all African countries to come to the aid of their Nigerian counterparts to fight the war against Boko Haram insurgents.
The Governor made this appeal May Day celebration in Osogbo.
He said, “ Whether they like it or not, we will rescue our children and they (Boko Haram) will die in ignominy. It is disheartening to know that some people are engaged in killing and maiming. There is no justification for all what they are doing. Shame on you Boko Haram!
“I call on security agencies all over Africa to rally round security agents in Nigeria to put an end to this criminality.”
Aregbesola also commended the workers for the supports and cooperation’s given to his administration, promised to ensure their entitlements are denied.
He also lamented on the 40 per cent reduction in the fund accruing to the state from the Federation Allocation, He said that, the reduction had was the main reason why workers’ salary payment was delayed.
Aregbesola said, “ Forty per cent drop in allocation is a huge one. Salaries are delayed not because we are interested in tormenting anybody. But we are going to pay your full salaries.”
Meanwhile, The Chairman of the Trade Union Congress in the state, Mr. Francis Adetunji, commended the governor in his speech and also called on the FG to find a permanent solution to the insecurity in the nation.

AREGBESOLA DEBUNKS PLANS TO SACK WORKERS, SAYS WORKERS WELFARE TOP PRIORITY

Governor Rauf Aregbesola of the State of Osun, has debunked the allegation being peddled around by the former Head of Service and the governorship aspirant of the Social Democratic Party (SDP) in the State, Elder Segun Akinwusi that the present administration is planning to sack workers.

Aregbesola noted that while other states due to the poor economic condition of the country are planning to cut down the salaries of their workers, Osun, under his leadership, would rather continue to work hard at meeting government obligations to workers and accord their welfare priority attention.
The governor who described Akinwusi’s allegation as baseless and a figment of his imagination, told workers that the present administration does not have it in mind to sack workers or cut down their salary.
Governor Aregbesola addressed the spurious allegation on Thursday May 1, 2014, while addressing a mammoth crowd of people consisting of civil servants, informal workers, traditional rulers, market men and women, students, political office holders among others who converged on the Government Technical College, Osogbo to mark this year workers day.
According to the governor, inspite of the dwindling allocation by almost 40 per cent since January 2013, Osun government still keeps its entire work force.
Aregbesola who charged civil servants and the entire citizens of the state to be alert and avoid being deceived, said the present administration has never contemplated the idea of retrenchment of workers, but is rather committed to the welfare and progress of all the workers.
He said: “We have the most workers friendly government that the state would ever have and we will ensure that the welfare of workers are not being tampered with. I am saying it categorically clear that this government has no intention to retrench workers, rather this government is committed to the welfare and progress of all of you.” he stated.
According to him, if he has an agenda to sack workers, Akinwusi would have been first casualty. “If I have intention to retrench I would have retrench Akinwusi himself when he was in service, I was kind with him, I gave him the car he used and everything, shame on him. The lies he was fabricating against us, is nothing but a blatant lie. With all the pressure mounted on me to remove him as HOS when I assumed office, out of compassion and my friendly posture, I retained him to complete his years in the service before he retired. It is therefore absurd and an act of insincerity and dishonesty for Adewusi to be spreading such unsubstantiated news about.” he declared.
On the why there has been a little delay in the payment of salary of the workers in the state, Aregbesola said, though, there may be delay but not that the government did not pay the salary, adding that the delay was as a result of the slash in the federal allocation.
He further explained that the recent lunching of the Osun Civil Servants Identity Cards and Bio-metric Automation of “I AM ALIVE” for the pensioners, was another testimony to the fact that the present government does not toy with the welfare of its workers.
Aregbesola noted that with the introduction of the smart card, any worker can withdrawn from his or her own bank account at any time and at any place, even though, he or she does not have money in that account once he/she is a worker.
While reacting on the present security challenges facing the country Aregbesola lambasted the Boko Haram sects for the abduction over 200 female students, saying such dastardly act was so disheartening for it lacks any justification.
He, therefore, called on all Nigerians and the security agencies in particular, to unite in one voice and say no to the continuation of the obnoxious action of the so called Boko Haram for Nigeria to witness peace.
Earlier, the Chairman, Trade Union Congress, State of Osun Council, Comrade Oladele Francis Adetunji expressed concerned on the current security challenges of the country.
Adetunji explained that, May Day Celebration required merry making but workers were sad because of the security situation in the country especially in the North, which he said has been in turmoil with the menace of the Bako Haram sect.
He noted that during the last year May Day Celebration, workers in the state through their speeches called on the Federal Government and Security agencies to find a lasting solution to the problem of Boko Haram, saying instead of the problem to be properly addressed the trend is rather getting worse. He challenged the Federal government and all security operatives in the country to brace-up and wipe out the faceless coward calling themselves Boko Haram.
He noted that the State of Osun as the most peaceful one, Adetunji appraised the effort of Governor Aregbesola for painstakingly bringing and maintaining peace in the state.
Adetunji commended Aregbesola for the peaceful atmosphere that pervades the state and the developmental programmes which cut across every sectors in the state, saying the school feeding programme of the administration would make the parents and pupils remain ever grateful to the state governor as it contributes to the healthy living of their children.
He identified other areas the administration has done very well as; infrastructural development, payment of stipend to the aged people in the state under AGBA OSUN Programme, flood control, building and naming of the Freedom Park after the renowned Freedom Fighter and former South African President, Nelson Mandela, among other achievements.
He urged the people of the state to shine their eyes when they go out massively to vote during the forthcoming governorship election slated for August 9, 2014.

Osun Smartcard To Eliminate Ghost Workers

OSUN State has launched a civil servants’ smart card aimed at intensifying the use of information communication technology for administrative effectiveness as well as address the issue of ghost workers.
State Governor, Ogbeni Rauf Aregbesola, said the smart card would enhance payment of civil servants.
“Through this smart card system, the workers can get their monies paid directly to their accounts instead of through any intermediary points,” he said.
He added that there cannot be mistake of identity in the payment of monies due to the workers.
The Governor said for pensioners, it removed the stress of going through multiple verification steps before they accessed their money.
Pensioners have previously been cheated of their money through the old system.
“The smart card eliminates ghost workers in the system. The card is linked to a credit or debit card and gives the owner access to his or her salary account, which they use to withdraw up to 20 percent of the salary with or without money in their account,” the governor said.
The smart card has unique enhancements and benefits such as biometric features of each user.
“The card carries the fingerprint of the card holder with which they can identify themselves,” Aregbesola said.
It can be used within and outside Nigeria.
The smart card project is a tripartite arrangement between Osun State Government, Chams Plc and First Bank Plc.

The Radio, Television, Theatre and Arts Workers’ Union (RATTAWU) has applauded the Governor of the State of Osun, Ogbeni Rauf Aregbesola, for his commendable performance in the past three and half years.
RATTAU, which paid a courtesy visit to the governor yesterday, said despite the meagre resources accruable to the state from the federal allocation, Aregbesola is performing wonderfully in the state, according to their findings during the tour of the state by its members.
According to the President of the organisation, Dr. Yemisi Bamgbose, the performance on ground in Osun is a clear testimony that Aregbesola is one of the best performing governors in Nigeria.
Bamgbose averred that for the governor to perform hugely in all sectors despite scarce resources testified to the fact that there is a financial wizard at the helms of affairs of government.
“Despite the fact that what is coming to Osun from Federal allocation is a peanut, we can see huge performance by Governor Aregbesola. This can only mean that there is a wizard directing the affairs of government.
“With what we have seen so far in the state, we can conclude that if Aregbesola is not the best he is certainly among the best governors in the country.
“The governor is a man who knows what he is doing; plain at heart and one with clear vision,” Bamgbose said.
He noted that with the establishment of RLG-Adulawo Phone Company in Ilesha, Aregbesola’s government is not only concerned about the present generation but also taking care of generations coming next.
According to the RATTAWU boss, what the government has also done in the health, road and education sectors changed the face of the state in all ramifications.
Bamgbose continued: “what you have done for education in Osun is wonderful. You have lifted the state to its highest pedestal.
“We are monitoring you. We are monitoring your performance. We are monitoring the transformation of Osogbo to a modern day capital and the state in general.
“We hope and pray that the people of Osun will support you and make sure you don’t leave the seat of government in a hurry so that you can complete this transformation you’ve embarked upon.”
In his response, the governor commended RATTAWU for its cooperation with the government, describing the organisation as the most glamorous union.
Aregbesola noted that all that his government is doing in terms of policies and programmes have been centred around the people.
According to him, people’s aspiration, wishes and yearning must form the bedrock of government’s policies, arguing that any programme that is devoid of this is not a good policy.
“In whatever government is doing, people must come first. Whatever policy government wants to introduce must therefore take into cognisance the needs of the people.
“Any policy that does not envisage the needs and yearning of the people will only be self-serving.
“This is why our government’s policies and programmes are people-centred,”Aregbesola said.

He, however, said that none of the workers would be sacked nor have their salaries cut despite the meager resources available.
The governor explained that the administration   had been struggling to pay salaries on the 22nd of every month up till December 2013 but explained that delay in allocation had caused  the delay in the payment of workers salaries.

He also debunked the claim that the administration  was planning to sack workers, saying he had no plans to sack any worker.

He expressed disappointment at the claim of the ex-HOS, who he said, he was under pressure to sack when he came into power in 2010.
Aregebsola stated that he kept Akinwusi to prove to the workers that he was not vindictive, but he was being paid back with lies from him.
The Chairman of the Trade Union Congress in the state, Mr. Francis Adetunji, commended the governor in his speech and condemned the insecurity in the country.
He called on the FG to find a permanent solution to the insecurity in the country.

Governor Rauf Aregbesola of the State of Osun has disclosed that, he has signed agreements with two companies that will provide hangers for Helicopters and all categories of Aircrafts at the Osun Airport under construction at Ido-Osun.

The Economic Summit which is the first of its kind since the creation  of the state in 1991, has participants drawn from the academics, financial sector, entrepreneurs and stakeholders in the economic sector within and outside the country.
Aregbesola who identified lack of productivity as the reason for poor economy, enjoined participants at the summit to give their discussion the deserved seriousness and come up with practical solutions on how the state could overcome the challenges of revenue generation.
He stated that the state now has the lowest poverty rate In the country with 3% and promised to make continuous efforts so that the state would depend less on federal allocation.
According to him, the state now generate 1.6 billion naira monthly as IGR as against 300 million Naira he met, the development he attributed to several programmes embarked upon by his administration.
The coordinator of the summit, Mr Abiodun Agboola said the reason for organizing the summit was to enable participants cross-fertilize ideas on how to further improve the state economy.
Some participants who spoke to Bioreports expressed optimism that with several papers presented by stakeholders, the summit would bring a new dawn to the economy of the state.
The two day event is expected to come up with a communiqué.

Launch2Osun State Governor Rauf Aregbesola has debunked the claim by a governorship aspirant of the Social Democratic Party, Mr. Segun Akinwusi that the present administration in the state is planning to sack some workers.
The governor said this in a statement by his media aide, Mr. Semiu Okanlawon, on Wednesday.
He also described as untrue the allegation by the aspirant, who is the immediate past Head of Service in the state, that the government owed N300bn.
The statement read, “Despite the dwindling allocation by almost 40 per cent since January 2013, this government still keeps its entire work force.
“So, I don’t know where you workers got the news that I will retrench some of you. This is just mere lies being told by our adversaries so that you can hate us.
“I am saying it categorically clear that this government has no intention to retrench workers. Rather, this government is committed to welfare and progress of all of you.
“I will only implore you not to listen to those who are pressurising you to hate us because they can’t do better than what we are doing.”
On the alleged N300bn debt profile, the governor lamented that those who ought to know and educate others were the ones demonstrating crass ignorance about the affairs of the state.
He argued that a state with such an amount as debt would need to pay N3bn monthly, which is the 10 per cent to service such debt. He said that Osun State did not even collect up to N3bn from the Federal Account monthly.
The governor said that he was disappointed in the former HOS, who he said reached the highest pedestal of his career and was now using his former position to confuse the people.
Aregbesola said, “If a state owes N300 bn, 10 percent of that amount is N3b, which is to be paid monthly to service the debt. If Osun is paying N3b as debt servicing every month, where does Adewusi think we will get the money to do all the massive capital projects we are doing?
“Where does he think we will get the money to pay workers’ salaries? With all the pressure mounted on me to remove him as HOS when I assumed office, out of compassion and my friendly posture, I retained him to complete his years in the service before he retired.
“It is therefore absurd and an act of insincerity and dishonesty for Adewusi to be spreading such unsubstantiated news about, saying Osun burrowed N300 bn.”

During the launch, the Governor of Osun State, Ogbeni Rauf Aregbesola, in his speech, titled: “Identifying the Living,” said the civil servant smart card is to further intensify the state’s use of information technology for administrative efficiency.
Aregbesola said the introduction of the smart card will be highly beneficial to both government and the workers in the state.
According to the governor, the smart ID card is electronically personalised with biometric features to each of its users.
This, the governor stated, will add immense values to the activities of workers and will equally improve the capacity and cost of administration by government.
He said: “To be sure, it was through the application ICT to our tax administration and revenue collection that enabled us to increase our internally generated revenue by 100 per cent within the first few months of our administration.
“We have since intensified our effort to make ICT an inherent part of our public administrative system. The introduction of this new smart electronic identity card is another component of that overall effort.
“It will expectedly bring about many benefits to all of us; the individual civil servants and the government. It will be given to all workers across all Ministries, Departments and Agencies, including Local Government Council workers.
“The smart ID card is electronically personalised, with biometric features, to each of its users. It will add immense values to the workaday functioning of workers and will equally improve the capacity and cost of administration by government.”
Identifying the numerous benefits of the smart card, Aregbesola revealed that the card will help eliminate many sources of financial waste and leakage employed to deprive government of needed funds as well as helps create an accurate and reliable database for payroll administration and salaries’ payment.
Besides, he averred that possibility of defrauding workers of the payments due to them is now difficult with the introduction of the card.
Again, through this smart card system, the workers can get their monies paid directly to their accounts instead of through any intermediary points.
Aregbesola continued: “Leave bonuses for example are now tied to each worker’s birthday and paid to their accounts automatically on that day.
“With this smart ID cards, there cannot be mistaking identity in the payment of monies due to the workers. In this system, identity is completely individualised and electronically personalised.
“For the pensioners, it removes the stress of going through multiple verification to get their payment and also blocks the means for cheating them out of their money.
“By clearly identifying the living from the dead, this system ensures that ghost will no longer mingle with our workers or have access to our payroll in Osun. It keeps them where they belong – in the grave. It stops the dead from coming to steal money from the living. It makes certain that only retirees who are ‘ALIVE’ receive payment. This affirms the sense in the project’s title, ‘I AM ALIVE’.”
One very interesting feature of this card is that it is linked to a credit or debit card and gives the owner access to his or her salary account, which he uses to withdraw up to 20 per cent of the salary with or without money in the account.
The smart card is a tripartite arrangement among the Osun State Government, Charms Plc and the First Bank Plc.
The governor also promised that by June this year, all school pupils from age one to six will have personalised card that contains all their bio data.
In his reaction, the Director of ICT in Osun State, Bambo Bashorun, said the smart card came at a time of security challenges and dwindling resources in the country.
Bashorun said that the issuance of the card will guarantee proper accountability and plug holes through which resources are wasted.
He said: “Creating a data base of all civil servants in the state is so important, especially at this time of our challenging national life from increased level of insecurity to dwindling resources.
“With the data base created, the ID card issued and I AM ALIVE process automated, the state had ensured that no single kobo is wrongly allocated to undeserved person in the state.”
In his own remark, the Group Managing Director of Charms, Ademola Aladekomo, said Osun State has broken another ground in the ICT word in Nigeria.
Aladekomo said the smart card will be given to all civil servants in the state. According to him, the smart card can be used not only in Osun State but also within and outside Nigeria and anywhere in the world.
He noted that the card also carries the fingerprint of the card holder, with which he can identify him or herself.
For the representative of the Managing Director of First Bank Plc, Mutairu Akinfolarin, the idea of the card could only be a product of hard thinking.

This, the governor stated that It will add immense values to the activities of workers and will equally improve the capacity and cost of administration by government. He said: “To be sure, it was through the application ICT to our tax administration and revenue collection that enabled us to increase our internally generated revenue by 100 per cent within the first few months of our administration. “We have since intensified our effort to make ICT an inherent part of our public administrative system.
The introduction of this new smart electronic identity card is another component of that overall effort. “It will expectedly bring about many benefits to all of us; the individual civil servants and the government. It will be given to all workers across all Ministries, Departments and Agencies, including Local Government Council workers.
“The smart ID card is electronically personalised, with biometric features, to each of its users. It will add immense values to the workaday functioning of workers and will equally improve the capacity and cost of administration by government.”
Identifying the numerous benefits of the smart card, Aregbesola revealed that the card will help eliminate many sources of financial waste and leakage employed to deprive government of needed funds as well as helps create an accurate and reliable database for payroll administration and salaries’ payment.
Besides, he averred that possibility of defrauding any workers of the payments due to them is now difficult with the introduction of the card. Again, through this smart card system, the workers can get their monies paid directly to their accounts instead of through any intermediary points.
Aregbesola continued: “Leave bonuses for example are now tied to each worker’s birthday and paid to their accounts automatically on that day. “With this smart ID cards, there cannot be mistaking identity in the payment of monies due to the workers. In this system, identity is completely individualised and electronically personalised. “For the pensioners, it removes the stress of going through multiple verification to get their payment and also blocks the means for cheating them out of their money.
“By clearly identifying the living from the dead, this system ensures that ghost will no longer mingle with our workers or have access to our payroll in Osun. It keeps them where they belong – in the grave. It stops the dead from coming to steal money from the living. It makes certain that only retirees who are ‘ALIVE’ receive payment. This affirms the sense in the project’s title, ‘I AM ALIVE’
One very interesting feature of this card is that it is linked to a credit or debit card and gives the owner access to his or her salary account, which he use to withdraw up to 20 per cent of the salary with or without money in their account. The smart card is a tripartite arrangement among the Osun Government, Charms Plc and the First Bank Plc.
The governor also promised that by June this year, all school pupils from age 1 – 6 years will have personalised card that contains all their bio data .
In his reaction, the Director of ICT, State of Osun, Mr. Bambo Bashorun, said the smart card came at a time of security challenges and dwindling resources in the country.
He said that the issuance of the card will guarantee proper accountability and plug holes through which resources are wasted. “Creating a data base of all civil servants in the state is so important especially at this time of our challenging national life from increased level of insecurity to dwindling resources. “With the data base created, the ID card issued and I AM ALIVE process automated, the state had ensured that no single kobo is wrongly allocated to undeserved person in the state,” Bashorun said.
In his own remark, the Group Managing Director of Charms, Mr. Ademola Aladekomo, said the state of Osun has broken another ground in the ICT word in Nigeria. Aladekomo said the smart card will be given to all civil servants in the state.
According to him, the smart card can be used not only in Osun but also within and outside Nigeria and anywhere in the world. He noted that the card also carries the fingerprint of card holder with which he can identify him or herself. For the representative of the Managing Director of First Bank, Mr.M utairu Akinfolarin, said the idea of the card could only be a product of hard thinking.
He commended the governor for successful pioneering of the card, saying First Bank is very proud to be part of Osun technological success.
