A two-day training workshop for budget officers in all Ministries,  Departments and Agencies in the State of Osun will be declared open tomorrow morning,( Thursday 14th September 2017 )by the Commissioner for Human Resources and Capacity Building, Ms. Mobolaji Akande.
 

 
A release issued by the Permanent Secretary in the Ministry of Human Resources and Capacity Building, Mr. Ayanleye Aina disclosed that, the workshop would hold between Thursday and Friday at Aurora Conference and Events Centre, Osogbo.
 
The release explained that the workshop became imperative in view of the need to equip the Budget Officers with adequate information on the  modalities for Budget preparation, stressing that, the preparation of year 2018 budget is unique in that it is expected to be International Public Sector Accounting Standards (IPSAS) Compliant.
The release ,therefore, enjoined all Accounting Officers of all Ministries, Departments and Agencies to ensure that, Officers released for the training are competent members of the Budget Committees in  their various establishments, warning that, any budget prepared at variance with the guidelines stipulated at the training programme will not be accepted.

The Commissioner of Police, Osun Command, Mr Fimihan Adeoye, on Tuesday advised promoted officers in the command to put in their best to justify their new designation.


 
He gave the advice on Tuesday in Osogbo while decorating the 90 officers with their new ranks.
“Your promotion is an indication of the recognition of your value. You are being promoted on the basis that you have added value in your various responsibilities.
“Now that you have been elevated, it is pertinent to know that to whom much is given, much is expected.
‘’You are expected to put in your best to project the image of the Nigerian police in accordance with the law,” he said.
He urged the officers promoted to ASP rank to discharge effective and necessary superintending of officers under them by guarding and mentoring them.
The police boss also called on the new SPs to be prepared for the task ahead, adding that they would be commanding police divisions and would likely become police division heads.
The officers are: eight Deputy Superintendents of Police (DSP), promoted to Superintendent of Police (SP) and 82 Police Inspectors promoted to Assistant Superintendent of Police (ASP).
He also tasked the officers concerned to justify the trust reposed in them by Inspector-General and the police by refusing to do anything that would put the Nigeria police to shame.
Adeoye, however, admonished the officers to uphold the primary duty and role of the police at all times.
He said the society looked up to them to provide adequate protection of lives and property in their new position.
The police boss said that President Muhammodu Buhari was magnanimous to have extended his grace to the officers to be promoted.
Adeoye thanked the Inspector-General of Police, Ibrahim Idris, for recommending the officers to the Police Service Commission for promotion.

Speaker, State of Osun House of Assembly, Rt. Hon. Najeem salaam has lauded the leadership of the Nigeria Union of Local Government Employees (NULGE) in the state for their peaceful procession on local government autonomy, saying the state parliament was impressed by their coordinated March, and would look into their demand when the constitutional amendment passed by the National Assembly is transmitted to the state Assembly.

 

 
Speaker Salaam who received the letter addressed to the state legislature on the need to support the local government autonomy by the leadership of the Union at his office, asserted that the parliament was a shrine of democracy where opinions and demands of the people are ventilated; assuring the local government workers that the state lawmakers would not work against the collective demand of their constituents.
He asked the leadership of NULGE and other critical stakeholders to take interest in the process of lobby when the amendment begins at the state assembly, noting that the union should bear in mind that 36 state Houses of Assembly would be involved in the process and two-third majority would be needed to get the desired result.
Appreciating the lawmakers, the state President of NULGE, Engineer Jacob Adedeji expresses his pleasure on the reception given to the union, saying that spoke volume on their support for the workers at the Local Government; asking the parliament to support the autonomy of the councils for the benefit of their growth.
Meanwhile, it was a fun-fare at the state parliament as the union members were singing and dancing to music after the procession before they returned to their union office.

The Citizens in Osun State has lauded the the effort of the State Government lead by Governor Rauf Aregbesola for his unwavering effort in ensuring peace and banishing every threat to the State security.
 
 
 
 
 
The citizens hailed the government at several towns and villages across the State during an interview about the status of security in their different area of living.
 

 
A resident of Onward area, Osogbo, glorified security personnel for the excellent work done to ensure peace in the state.
 
He said “There is peace in my own community which I believe is a reflection of how everywhere is in the state, if the story was different, we would have read it on the pages of newspapers or seen it on television.
 
While speaking to our correspondent, a female resident of Ilesha noted that since her relocation, she has witnessed unabated peace and quiet and gave kudos to the government and the police for a job well done.
 
She said, “Osun State is a cool place to live as far as I am concerned because where I come from I never experienced it this way. I have never been robbed or molested since I relocated for the past few years.”
 
However, a citizen said ” there is no way whereby bad people won’t exist in our communities but if you listen to radio and read newspaper you will see that they are been brought to book which shows that the state has no tolerance for such and make me to think that our judicial system in the state is working effectively.
 
“The state government didn’t achieve this by mere words but also adequate provision of ammunitions for the securities to conquer ritual killing, theft and cultism in the state.
 
“A brother of mine is a Police officer who always lauds the government in the role they are playing to ensure that their own life is safe and insured while ensuring other people’s security.
 
The people’s view in lauding the government corresponded with the National Bureau of Statistics ranking which Osun as one of the most secured state in the country.
 
It was learnt that for the State government to achieve this feat, it established Osun citizens meditation center known as O-meditation, supplied of 125 patrol van to security agencies, provision of an helicopter for aerial surveillance, regular financial supports for both local vigilante group and other security agency, provision of 25 fully equipped armored personnel carrier; recruitment of thousands of youth into Osun Sheriff corps, traffic marshals, Edu-marshal were among other things done by the State.

Special Adviser to the Governor on Information and Strategy, Mr. Semiu Okanlawon, state this at the weekend, during the installation of the first female Rotary President of Osogbo GRA, Olori Bola Akinyemi, at the state capital of Osun.
Okanlawon, who was one of the awardees, while dedicating the Achievers’ Merit Award conferred on him to the people of Osun, said the people of the state deserved endless commendations and recognitions for providing the Aregbesola administration the atmosphere needed to use Osun for the development experiments which have earned us local and international commendations.
The Special Adviser said it was significant that Rotary Club, an organisation focused on service to humanity globally, selected officials of the Aregbesola administration for recognition, stating that the awards were actually meant for the people who have been supportive of the government in its numerous development strategies.
“I am happy today for this recognition. However, I am happier that Osun is getting all the recognitions from all over the world due to the ingenious development ideas of the Governor, Ogbeni Rauf Aregbesola.
“I am happy that the World Bank representative who presented me this award on behalf of the Rotary International, in the course of her presentation, made reference to the World Bank-backed YESSO program which was launched in 2014 in Abuja for the whole of the country. 
“That scheme is an adaptation of the Osun Youth Empowerment Scheme (OYES) which was launched less than 100 days Governor Aregbesola assumed leadership of this state.
“Yes, the opposition derided us over this scheme but today, it remains the best emergency solution so far to the problem of youths restiveness, crimes, prostitution and other vices,” Okanlawon stated
He also listed initiatives such as the introduction of interest-free Islamic bond, Sukuk as an alternative source of financing for life changing projects; introduction of free train services for the indigenes to travel during festive seasons; introduction of same school uniforms which creates jobs for local tailors, introduction of statewide security network which ensures that all parts of the state are secured as some of the initiatives that have been experimented with in the state. 
The Governor’s aide said apart from youths engagements scheme, the Aregbesola administration has created formula which are being followed not only by some states but by the Federal Government.
He said, “When the Federal Government moved to implement a nationwide school feeding program, it did not turn elsewhere for an existing template other than Osun. These are the reasons we are proud that our state has given Nigeria many steps to follow in the search for development initiatives.”
The Governor was also named as Honorary Rotarian by the club. Among those who were also honored by the Rotary club were the Commissioner for  Health, Dr. Rafiu Isamotu, Commissioner for Local Government and Chieftaincy Matters, Barrister Kolapo Alimi; an Osogbo -based chieftain of the APC, Engr Sola Oladepo, Secretary of the APC, Mr. Rasak Salinsile.
State Chairma of the party, Prince Gboyega Famodun, and the Attorney General and Commissioner for Justice in the State, Dr. Ajibola Basiru, urged the awardees to remember service to humanity which is the focus of the Rotary Club and the government of Osun in which they serve in their relationships with the Club.

Teachers across board have been advised to re-double their efforts, to be punctual and present at work as well as be ready to release facts, develop skills and ideas that have been learned both formally and informally to students, as the new academic school year begins.
The school would be allocating a set of students to a teacher for mentoring as School Father and Mother to ensure that their welfare is taking care of and to be made happy as well based on gender sensitivity while parents are to be friendly with their wards, do away with all forms of streets hawking but making themselves available and
provide for the student needs on time.
These were the submissions of the Chairman, Osun Education Quality Assurance and Morality Enforcement Agency, Dr. Isiaka Ayodele Owoade while speaking with the journalists shortly after a meeting held with the Teachers of Holy Michael and Orimolade High Schools in Ifelodun Local Government Area of the State.
He added that, the Osun Education Quality Assurance and Morality Enforcement Agency would be alive to its duties, so as to ensure that all hands are on deck in the educational sector in other to achieve better results. He noted that a lot of follow up / monitoring exercise in collaboration with the Quality Assurance officials shall take place regularly this term.
The Chairman said that, the State Government of Osun has devised a new template to be completed on weekly basis by each teacher in all the schools in the State. He stressed that this is done without any ulterior motive or neither to witch-hunt anybody but mainly to serve as a form of research and evaluation.
Dr Owoade noted that, psychological approach to mentoring and maintaining discipline is on course while urging the teachers to be supportive of the new system, saying that the name of any well behaved teacher, hardworking and dedicated tutor would always be indelible.
He disclosed that, parents who indulge their wards in vocational training while still in school are not helping the
situation but brings additional challenges to the society because it degenerates the students’ and reduce their orientation to the level at the vocational training shop.
In his own remarks, the Executive Secretary, Osun Education Quality Assurance and Morality Enforcement Agency, Barr. Lawrence Oyelade Oyeniran stated that, methodology is very important and as a class teacher, they should improvise if the real object is not available for teaching.
He appealed to the need for a joint effort and collaboration in reducing crime so as to make the state of Osun great
among its peers.
Mr Oyeyemi therefore enjoined the N-power teacher to continue with their good work by adding value to the teaching system in the state.

Osun Commissioner for Information, Mr. Adelani Baderinwa, has said the state is economically viable.
Addressing members of the Mandate Women Group,  who visit him in his office in Osogbo, the state capital, the commissioner said it would amount to mischief for anybody to refer to Osun as a civil service state.
Baderinwa said Osun State’s economy had improved, adding that the economic development of the state was evident in the establishment of companies, revival of industries and opening of bank branches across the state.
The commissioner said small and medium scale businesses, companies and industries were growing steadily in the state.

He added that the state government, through the state’s Micro Finance Agency and the Ministry of Commerce, Corporative and Investment, was providing soft loans to traders and business owners to strengthen their businesses.

Baderinwa said the state-owned investment company, Osun Investment Company Limited (OSICOL) had recorded over 700 per cent turnover in the last six years.
He said its fortune had grown from about N300 million in 2011 to about N2.6 billion  this year

Things seemed to have been hard for private schools in Osun as some of the schools proprietors and proprietress lamented over the sharp decline in the ‎enrollment intake into the private schools in the state.
The decline which was described as artificial was said to have been the positive effects of education revolution of the present government in the state.
As it is, facts have emerged that the administration of Governor Rauf Aregbesola had not only taken the bull by the horn at revamping education sector, but aslo refocusing the people’s attention and interest to quality, qualitative and functional education through his various interventions that have attracted residents particularly parents to resolve taking their children to public schools.
The Osun public school sector that had almost collapsed and failed prior Aregbesola’s government are now at the central point of reference in enrollment strength, leaving private schools at enrollment low ebb.
It was gathered that private schools in the state are gradually loosing students to public schools due to facilities which Aregbesola’s administration had put in place to advance public education.
Some members of the National Association of Private School Proprietors of Nigeria, Osun state chapter, confirmed that the decline in the rate of pupils and students enrollment into private schools in the state had been on increase in the last few years.
The affected school proprietors stated this as part of reasons for their inability to meet up with the agreed tax ought to be paid to state government.
The officials of the Osun state Internal Revenue Service (OIRS) had few weeks ago went on standard enforcement visit to some of the private organizations including private schools, banks, hotels, companies, and industries in order to ascertain the level of their compliance to taxation, operational rules and standards.
The decision of the agency according to its chairman, Mr. Bicci Alli, was to complement government’s efforts towards the actualization of an improved and robust revenue capable of upsurging the state’s Internally Generated Revenue.
It was gathered that the action of the agency led to the seal of some private investments on the account that the affected companies violated some operational rules and that they were also found wanting of regular tax payment to the state.
However, the private school proprietors and proprietresses who could not hide their feelings on the development, attributed their failure to meet up with the agreed tax as sharp decline in the volume of students being enrolled to their schools per session.
They said the pupils and students enrollment to private schools in the state had reduced drastically to the extent that parents seemed to have been seeing public schools as better in their quest choice on the quality education.
Two of the proprietors whose names and identities withheld to avoid being discredited, described the huge investment made in education sector particularly the education infrastructure being put in place by Governor Aregbesola led government as major cause of their travails.
The duo who claimed to have been in the private education system over 18 years ago, noted that prior to the present administration, they had not for once found it difficult to pay their taxes as they have enough students and earned enough money to pay all the necessary bills including their taxes.
According to one of them, “what we are facing right now is hinged on what could be best described as total discouragement to private schools’ enrollment.
“We are facing serious decline in the pupils and students enrollment to private schools. But when this began to hit us on the face, we sat down to know what would have gone wrong, and we came with the fact that parents in the state have begun taking their children to public schools due to relative facilities.
“Unlike years past where public education was nothing to write home about. But now people have begun to see public education as a strong competitor to private education, thus making private schools losing enrollment strength and this is a bad omen to over investment.
“For instance, before, everybody wants to have his or her child being enrolled to private schools at least to have quality basic education through solid foundation, but now, reverse seems to be the case.
“Then, hardly one would pray to send his child to public school not because it is a taboo but because there were no facilities to bring out the best in the pupils, but when those necessary things were put in place, definitely attention would be shifted.
“Though this is painful to us as owners and proprietors of these schools because in a situation where one finds it extremely difficult to pay his staff, you know what it means”, he stressed.
Confirming the development, the Commissioner for Education, Mr. Wasiu Omotunde-young, said the efforts made by the Aregbesola’s administration not only to revive education but to build a virtuous man that will be productive for himself and the society has come to fruition as enrollment to public schools are annually on the increase.
Omotunde-young said the present administration in the state has demonstrated to the whole world through its various interventions that education remains the foundation for national development and a key instrument for socio-economic progress.
He said ‎Aregbesola has not only revived the already lost glory of public education but also embarked on radical, overhauling, pragmatic and far-reaching education reforms aimed at creating a functional, quality and qualitative education that can stand shoulder-to-shoulder with private counterparts.
According to him, the state of education prior Aregbesola’s administration was in no doubt nothing to write home about as public education was in total shambles where schools were enveloped in decrepit structures and ‎deplorable state not even conducive for pigs not to talk of human beings.
“The standard of education which Aregbesola met on ground was an eyesore and apart from the infrastructural collapse, there was a rot in the system; the students’ performance was abysmal, and the learning environment was not conducive for teaching and learning.
“The teachers were not motivated, the students were equally not encouraged to be in schools and there was nothing to entice the pupils and students to come to school, so it was only the poor parents that sent their children to public schools in Osun before Aregbesola’s emergence.
“But beyond individual’s financial status and economic buoyancy that had been the major barrier and gap to access quality and functional education in Nigeria, the present administration in the state of Osun had not only broken the yokes but also restored the already lost hopes and confidence in education sector taking it back to dreams meant to be achieved by the late sage, Chief Obafemi Awolowo”, Omotunde-young stressed.
‎The Osun Education Commissioner, however, said the emergence of Governor Aregbesola in 2010 having inherited a comatose education sector where teachers lacked motivation and where students were less interested in learning occasioned by the poor academic environment gave birth to education reforms with which its positive results are being achieved today.
“‎Our reforms have had tremendous impacts on the Osun educational competitiveness. To justify the claims, it is on record that out of 37, 428 candidates that sat for West African Examinations Council (WAEC) in 2006, 4, 085 passed with 5 credits including English and Mathematics equivalent to 10.91 percent.
“In 2007, out of 36, 171 candidates, 2,483 passed equates 6.86 percent. In 2008, out of 37, 715 candidates, 3,813 passed with five credits passes including English and Mathematics making 10.11 percent. In 2009, out of 39, 676 candidates that wrote the exams, only 5, 545 passed with five credits passes equating 13.98 percent.
“In 2010, out of 43, 216 candidates, 6, 777 passed with five credits passes including English and Mathematics equivalent to 15.68 percent. In 2011, out of 53, 293 candidates that sat for the exams, 11, 431 passed with five credits passes including English and Mathematics making 21.9 percent.
“Also, in 2012, out of 51, 463 candidates that wrote WAEC, 11, 431 passed equating 22.21 percent. In 2013, out of 47, 009 candidates, 9, 654 passed equating 20.54 percent. In 2014, out of 47, 686 candidates, 8,844 passed making 18.55 percent. In 2015, out of 48, 845 candidates that sat for the exams, 10, 590 passed, while in 2016, 16, 983 passed with five credits including English and Mathematics out of 36, 679 that sat for the exams equivalent to 46.3 percent.
“The analysis shows that the performance of the students in Osun has been on astronomical increase in WAEC compared with the abysmal performance prior to Aregbesola’s government.
‎”The reasons for this are not far fetched as it could be attributed to overhaul modality and systematic approach taken by the Aregbesola led administration to revamp education and make public education the best in line with international best standards.
‎”On assumption of office, a six-point integral action was put in place by the Aregbesola led government as the guiding principle and policy framework to achieve an overall growth and development of the state where education was put on the front burner.
“The initiative saw the need to address teachers’ welfare and that of other non-teaching staff through timely teachers’ career advancement, regular training and retraining, provision of teaching incentives, regular teachers’ promotion and prompt payment of salaries and allowances”, he added.
Omotunde-young emphasized that the introduction of education reforms through schools reclassification into elementary, middle and high schools coupled with education infrastructures have culminated into an improved enrollment into public schools since Aregbesola’s emergence.
Echoing similar gestures, the Permanent Secretary, State Universal Basic Education in Osun (SUBEB), Mr. Fatai Kolawole described the school infrastructural facilities put in place by the state as major reason for the current students enrollment.
He said the rate of enrollment at elementary school was encouraging to the extent that no term or session that the public schools in the state are not making improvement on the enrollment.
Kolawole added, “I am not surprised by this development because such are expected to happen in a situation where government does the necessity on education sector.
“The huge investment made in education by our governor is enough to get one tempted into striving very hard to benefit from the facilities there-in as all the model schools are not only equipped but serving as cynosure to parents to get their children enrolled into those schools.
“The conducive environments and serene atmospheric weather condition designed for teaching and learning in all the newly built model schools had not only become a pivotal instrument to enhance teaching and learning, but also had a captivating impact in breaking the palpable inferiority complexity and dichotomy between public and private school students.
‎”Is it the uniforms to talk about? Or the success of Osun Elementary School Feeding Programme known as (O’Meals) where thousands of pupils are fed on every school day or tablets of knowledge freely distributed to students at final classes? All‎ these remain the contributory factors to improved enrollment in public schools because parents have begun to see these interventions as point of reference to enroll their children in public schools since the accessibility of these facilties costs nothing”.

The Governor of the State of Osun, Ogbeni Rauf Aregbesola will today (Saturday 9th September, 2017) perform the Official Ground Breaking Ceremony for the Mass Housing Project by African Nations Development Programme at Awere, Oke-Ogberin, along Loogun road, Ede.

This is contained in a press release signed by the Commissioner for Ministry of Lands and Physical Planning, Arc. Akintunde Akinajo saying that about 400hectares of land have been provided for the housing project which is aimed at assisting the less privileged in five selected cities of Ede, Iwo, Ikirun, Ilesa and Ila-Orangun.

    According to him, the 5,000 housing units of 2bedroom bungalows with full infrastructure for the less privileged will be delivered to the State by the African Nations Development Programme (ANDP), a Non-Governmental Organization (NGO) and an International and Multilateral Organization.

   While appreciating the African Nations Development Programme (ANDP) for the good gesture, Arc Akintunde Akinajo enjoined Executive Council  Members, Government Officials, Politicians, Traditional Rulers and other relevant stakeholders across the State to be at the venue by 11.00am.

Governor, State of Osun, Ogbeni Rauf Aregbesola, on Wednesday said no effort would be spared in rolling back malaria scourge in the state, saying dredging of drainages, streams and expansion of river channels were part of the measures deployed by his administration to enhance a healthy environment.

 

 
He contended that filthy environment, which serves as impetus for breeding mosquitoes; spreading malaria would not be tolerated in the state to boost the health of the citizenry.
Speaking during the flag-off ceremony of the replacement campaign of Long Lasting Insecticide Nets (LLINs) ‎held at Nelson Mandela Freedom Park, Osogbo, Aregbesola, who was represented by his deputy, Mrs Titi Laoye Tomori affirmed that the distribution of  3 million pieces of LLINs anti-malaria mosquito nets would complement the efforts being made so far in the fight against malaria in the state.
He described malaria as one of the factors mitigating ‎against productivity and as well causing poverty in the country, saying his government would not rest on its oars to wage war against the scourge.
While observing that studies have shown that malaria contributed significantly to poverty because it reduces productivity by as much as 40 per cent and increases household expenditure on drugs and treatment from five to 20 per cent, Aregbesola maintained that malaria also reduces life expectancy by about 20 years.

According to him, “In spite of the huge amount the governments, both the Federal and the state, spend in the provision of curative malaria drugs with the support received from the Global Fund, the state still records high rate of malaria cases, hence the shift to prevention of mosquito bites through the current use of treated nets by sleeping inside the net.”.
“Malaria still claims up to one million lives a year and most of these deaths are in Sub-Saharan Africa, a part of the world in which our country is located. Of this huge number, 75 per cent are children under five years.”
“It is also a known fact that Nigeria alone bears about 25 per cent of Africa’s malaria burden. Deaths from malaria account for up to 11 per cent of maternal mortality (death of pregnant women up to six weeks after delivery), it is sad to note that 25 per cent deaths among children below one year, 30 percent of deaths among children under five years and 60 per cent of all hospital presentations are recorded from malaria in Nigeria,” Aregbesola remarked.
He further stressed that unlike the conventional net that lasts for about six months to one year, saying that the present one could last for three years if instructions are followed as recommended.
