Osun State governor, Rauf Aregbesola, has warned that if proactive measures are not applied by the federal government and the citizenry to tackle the ongoing economic recession, the effects would soon snowball into a civil war scenario.
Aregbesola noted that not only government but Nigerians had a lot of proactive roles to play in mitigating the dehumanising effects of the recession.

Speaking with newsmen in Osogbo, the Osun State capital, the governor also stressed the need to patronise local materials, especially agricultural produce, to boost the country’s export profile in order to strengthen the naira against the dollar.

He opined that it was high time Nigerians resorted to developing more appetite for other staple foods, such as plantains, cassava among others.
“Plantain is even healthier and more nutritious than rice. It is edible in different versions. Why must we keep on pursuing rice? Why can’t we develop plantain and promote it internationally?” Aregbesola asked.
He added that: “The Chinese have realised that the energy required to produce a kilogram of rice is more than the energy that goes into the production of a kilogram of other carbohydrates.
“So, why must we insist on rice as if there are no options?”

He enthused that the school children feeding programme was still ongoing.
“Our school children eat eggs twice in a day. They eat chicken, fish and beef. With each meal, they also eat fruits. We don’t import any of them.
“Women go to our local markets in Osun here and buy them. With this you can be sure that the food sellers no longer suffer as they used to suffer. Indirectly, they are benefitting from government,” he said.
He also explained how his people-oriented social service programmes boosted the economy of the state.
“Whatever money we spend on these food items and other commodities goes directly into the local economy.
“If you move round the state of Osun, you can no longer see the kind of miseries you see in some states due to hardship. Here you hardly see harried and bitter youths in the streets.
“Not less than 20,000 youths have been engaged for public work such as sanitation, traffic control, medical emergencies among others to keep them busy and useful to themselves and the society and we pay them stipends. This has done a lot of wonders here.
“Besides the youths, we also give N10, 000 lifeline monthly to elderly citizens in the state that are vulnerable and in deplorable conditions that can not help themselves. We engage a professor from Obafemi Awolowo University, (OAU), Ile-Ife, who was able to discover them. These are people that are only waiting for death even though their time has not come”, he added.

The Speaker of Osun House of Assembly, Mr Najeem Salaam, has commended the Ooni of Ife, Oba Adeyeye Ogunwusi (Ojaja 11), on his efforts in promoting unity among Yoruba traditional rulers.
 
The speaker gave the commendation on Thursday in Osogbo in a congratulatory message to mark one year coronation anniversary of the Ooni.

He said the efforts of the monarch in the last one year in promoting oneness and unity among the traditional rulers was commendable.
 
According to Salaam, Ooni Ogunwusi has shown the world that the Yoruba nation is endowed with rich culture, value and moral fibres, coupled with wise rulers, with the way the great King has conducted himself. The speaker said the House of Assembly under his watch, was proud of the Arole Oodua and his relation with other natural rulers in the state and across the country.
 
“We, in the Osun House of Assembly are proud of Ooni Ogunwusi and his royal candour in relating with other traditional rulers in the state and across the country, ‘’ said. Salaam, who congratulated the Ooni as he clocked a year on the throne, prayed that the Ooni would live long in good health to attract prosperity.

Governor stateof Osun, Ogbeni Rauf Aregbesola, has expressed disgust at the alarming rate of the current economic recession, lamenting that if proactive measures are not applied by government and the citizenry, the effects would soon degenerate into a civil war scenario.

The governor who stated this in a media chat with Saturday Sun at the weekend, noted that it not only government but Nigerians had a lot of proactive roles to play in mitigating the dehumanising effects of the recession.
While suggesting strategies the citizenry at all levels could adopt in surviving the period, the governor expressed the need for people to cut down on luxuries and make do with whatever is available within the limit of their income.
Aregbesola also stressed the need to patronise local materials, especially agricultural produce, to boost the country’s export profile in order to strengthen the naira against the dollar.
According to him, there is no need for people to insist on eating rice, which has become too expensive even though some people cannot afford it.
He noted that even the people of China, who are the largest producer of rice, have stopped depending largely on rice.

Speaker of the Osun State House of Assembly, Najeem Salaam, has lauded the Ooni of Ife, Oba Adeyeye Ogunwusi (Ojaja II) for picking the gauntlet against divisive tendencies among the Yoruba traditional rulers in the last one year of his ascension to the throne.

Speaking to newsmen in his office at the House of Assembly complex in Osogbo, the state capital, Speaker Salaam asserted that Ooni Ogunwusi has shown the world that the Yoruba nation is endowed with rich culture, value and moral fibers coupled with wise rulers, with the way the King has conducted himself.
Speaker Salaam stressed that the state parliament under his watch was proud of the Arole Oodua and his relation with other traditional rulers in the state and across the country.
“We, at the State of Osun House of Assembly are proud of Ooni Ogunwusi and his royal candor in relating with other traditional rulers in the state and across the country.
“We cannot but agree more to his world view on unity and the leaders across board for the good of the nation”, Salaam reiterated.

Recipient banks of the bailout fund given to Osun State government yesterday said the fund was strictly used to pay salary arrears, allowances and pensions, in line with the Central Bank of Nigeria’s (CBN’s) guidelines.

Representatives of First Bank of Nigeria (FBN), Wema Bank and Zenith Bank, spoke during a presentation to the House of Assembly in Osogbo, on how the concessionary loan was disbursed.
The Assembly directed the banks, some government officials and organisations, to appear before it over how the N34.9 billion bailout fund was spent.
In their presentation, the banks said: “We ensured that due diligence was followed. We can confirm that we followed the CBN guidelines in the way and manner the loan was disbursed.
“It was used for the purpose it was meant – payment of salary arrears, allowances and pensions.
“Also, the figures shown in a slide by the Accountant General and Permanent Secretary, Local Government Affairs, were correct, so also are the balance figures in the banks.”
The Accountant General said the bailout was judiciously administered by the government without any underhand dealings.
According to him, the amount requested, which covered salary arrears, allowances and pensions, was N64, 327, 492, 947.01.
He stated that the state was however given, N25, 887, 975, 810.26, an amount, which did not include the pension arrears.
Kolawole said the pensioners were thus not captured in the bailout fund, saying Governor Rauf Aregbesola mandated that pension should be included in the disbursement.
He said: “On July 15, 2015 we requested for N64.3 billion to take care of all salary arrears, allowances and pension. But we were given N25, 887, 975, 810.26.
“No fund was released for pension and gratuity despite the fact that we included it in our letter to the CBN.

 “And we explained this to the pensioners repeatedly but they did not believe us.“If you look at the letter we wrote for N64 billion, it covered every category of staff. They (pensioners) won’t have been paid but for the magnanimity of the governor, who said we must include them because they had served the state diligently.“It will also interest you to note that what I presented here on the floor of the House is the same document I sent to the ICPC and the EFCC.
“ICPC called me to a meeting where I gave them all the documents containing the transactions. When ICPC did not return, I believe it was satisfied with the information. The  EFCC did not invite me.”
The Permanent Secretary, Local Government Affairs, Mr. Muftau Oluwadare, in his presentation, said N23, 887, 975, 810.26 was requested from the CBN but N9, 117, 070, 000 was given to them.
According to him, it was this and that of the state that totaled N34 billion released to both state and local government.
He said the fund was also used as it was directed by the CBN to pay salaries of local government workers, primary school teachers and pension arrears.
Speaker of the House, Hon. Najeem Salam lauded the finance team for the clear presentation and the banks for their due diligence in the disbursement process.
Salam said it was not true the insinuations that the House was gingered to investigate the bailout fund based on the letter written by the Senate to investigate how the bailout fund was spent.

Labour unions and recipient Banks of the N34.5 billion bailout funds given to Osun State government have declared that the fund was exclusively used for payment of arrears of salaries, allowances in line with the Central Bank of Nigeria’s (CBN’s) guidelines and directives.

In a statement by the Chairman, House Committee on Information and Strategy, Olatunbosun Oyintiloye, the representatives of the banks, Adebayo Yakub (First Bank), Musbau Oyeniran (Wema Bank) and Ola Adedeji (Zenith Bank) – and the labour leaders made the declaration while testifying before the State House of Assembly during the probing into the concessionary loan, popularly referred to as bailout fund at a special plenary on Wednesday.
This was as the Accountant-General of the State, Akintayo Kolawole and the labour leaders said, the pension arrears were not captured in the bailout fund but the Governor, Ogbeni Rauf Aregbesola, in his magnanimity and agreement with labour decided that the pensioners, having served the state diligently, must be included in the disbursement of the fund.
The Assembly had directed some government officials, labour unions and relevants organisations to appear before it for the probe of the fund given to state by the Federal Government, subject to a motion by one of the lawmakers, calling for the probing of the fund.
According to the statement, the representatives of the three banks involved told the Osun legislators that, “We can confirm that we followed the CBN guidelines in the way and manner the bailout loan was disbursed. All the payment we made on the bailout fund were for salaries, allowances and pensions.
“The figures shown by the Accountant General and permanent secretary, Local Government affairs, were correct. We can also confirm that the balance shown are the balance figures in the banks.”
Also, the Chairman, Nigeria Labour Congress (NLC), Jacob Adekomi and his counterparts from the Joint negotiation Council (JNC), Bayo Adejumo, Nigeria Union of Local Government Employees (NULGEE), and Nigeria Union of Teacher (NUT), Wakeel Amuda, according to the statement, confirmed that they monitored the fund and found that it was used for salary, allowances and pensions.
They said, the labour unions and the state government agreed on how to spend the bailout fund and the government respected the agreement by spending the fund in line with the CBN guidelines.
According to each of them, pensioners were not captured in the fund released to the state government, but they prevailed on the governor and had an understanding to include the pensioners, which the governor magnanimously agreed.
The labour leaders confirmed that the government set up a committee, headed by the first NLC President, Comrade Hassan Sunmonu, with labour unions and other stakeholders as members to monitor the fund and the revenue from other sources, saying this has given them the opportunity to monitor the transactions.
Presenting the analysis of the fund, the Accountant-General said, the state government had requested for N64,327,492,947.01 to cover salaries, allowances, pensions and gratuties, but the CBN approved only N25,871,920,000 to cover just salaries and allowance, leaving out pension and gratuities.
“No fund was released for pension and gratuity despite the fact that we included it in our letter to the CBN. We explained this to the pensioners repeatedly but they did not believe us.
“If you look at the letter we wrote for N64bn, it covered every category of staff. They pensioners should not have been paid from the fund, but for the magnanimity of the governor, who said we must include them because they had served the state diligently.
“It will also interest you to note that what I presented here is the same document I sent to the ICPC and I believe they are satisfied, because it is about six months now and they have not return to ask any other question”.
He said, inspite the non-inclusion of pensions, the government had paid the pensioners up till August 2016 in line with modulated salary structures as applicable to civil servants in the state
According to him, as at November 30,2016, the state government still has N2.040 billion in First Bank and N1.312 billion in Wema Bank as balance of the bailout fund, which according to him, would be used to augment salaries in months to come.
The statement further noted that he stressed that the government has demonstrated high sense of responsibility in the application of the fund.
For the arrears of salaries, allowance, pension and gratuities of local governments workers, the Permanent Secretary, Ministry of Local Government, Mufutau Oluwadare, the statement added, said, a sum of N23,887,975,810.26 was requested, but only N9,117,070,000 was approved and released by the CBN.
According to him, it was this that sum up to N34bn released to both state and local government, saying, the fund released was not inclusive of the pension, but they were magnanimously included to ensure that they are paid, just like the serving government officials.
The Speaker of the Assembly, Honourable Najeem Salaam, the statement further noted, said, based on the analysis made on the disbursement of the fund, there was no any other way it could be shown that the fund was used for the purpose of salary, allowances and pensions.
Salam, who debunked the insinuations that the House was prompted to investigate the bailout fund based on the decision of the Senate to investigate the matter, said, the Assembly had been following the application of the fund since 2015.
He cited a letter dated 12th November 2015 with reference No: LM94/vol4/277 in which the House requested the Accountant General to give update on the Sukuk Bond, bailout fund and multilateral loans of the state and it was responded to through another letter, detailing the disbursement of the funds.
“We have been monitoring the activities of the executive on how the bailout and other loans are being spent. If the Senate wants to come for its oversight function, we will not say they shouldn’t come, but it has to come through relevant state authority, which is the state legislative arm.
“We are not fighting with the Senate. We are not saying that the Senate can’t perform it’s oversight function but things have to be properly done,” Salam said.‎

The government of the State of Osun has congratulated the Owalare of Ilare-Ijesa and the entire people of the town on the celebration of this year’s Ilare Day.

In a statement signed by the Coordinating Director of the Ministry of Information, Home Affairs, Tourism and Culture, Mrs Femi Webster-Esho, the government enjoined the people to be peaceful during and after the celebrations.
Meanwhile, as part of the celebrations of Ilare Day, 2016, the OSUOJA  will hold tomorrow (Friday 9th, December 2016) at Ilare, Obokun East Local Council Development Area of the State.
According to release by the Secretary of the organizing Committee, Comrade Adeyemi Adetayo, the OSUOJA will usher in the Grand Finale of the Ilare Day celebrations which holds on Saturday (10th December, 2016).
In the statement, Comrade Adeyemi said that all sons and daughters of Ilare will join the Owalare of Ilare-Ijesa, Oba Adejoro Otebolako Ogidan III in a procession round the town during the OSUOJA outing.
Comrade Adeyemi stated that Ilare Day celebration is a yearly festival which is used to celebrate the great grand fathers of Ilare-Ijesa.

The Chairman, Special Committee on Fire Safety Matters, Hon Oguntola Mudashiru Toogun has charged the State Chief Judge, Justice Oyebola Adepele Ojo to always take cognisance of fire prevention as safety is necessary in all human endeavours.
Hon Toogun made this charge at High Court Office of the Chief Judge while on inspection and sensitisation tour to the judicial arm of government.
He said the State is proud of his lordship’s intellectual prowess and administrative ingenuity for steering the judicial arms of government especially the untainted integrity of the Chief Judge with the mess happening at judicial level.
Hon Toogun therefore urged the Chief Judge to comply with the fire safety conditions both at home and office.
In her response, Chief Judge of the State, Justice Oyebola Adepele Ojo appreciates the state Governor for his thoughtfulness, concern and caring for the people of the state.
Justice Adepele Ojo said the enlightenment is educative, thought provoking and useful. She therefore promised to make use of the knowledge both at home and in her office. She then assured that the judiciary will partner with Fire Service in sensitising judicial officials.

The Government of the State of Osun has charged Council Managers in the State to work assiduously towards generating revenue through the Land Use Charge (LUC) which is the hope of sustaining the governance especially at this critical period.
The Head of Service, Mr. Sunday Olayinka Owoeye made this charge at the signing of the Consent Documents Ceremony at the Exco Chamber of the Governor Office.
Mr Owoeye, who was represented by the Permanent Secretary, Public Service Office, Mr. Ayanleye Aina, explained that the bill on the Land Use Charge has been passed to law by the State House of Assembly and assented to by the Governor, Ogbeni Rauf Aregbesola on March 19, 2016.
He therefore urged the Council Managers to cooperate fully with the consultant handling it with the aim of achieving the maximum revenue which the sharing formula has been agreed upon between the State and local governments.
Earlier, in her welcome address, the Permanent Secretary, Ministry of Finance, Mrs Adebimpe Ogunlumade  represented by the Accountant in the Ministry, Mr. Remi Ibrahim said it is ingenious of Ogbeni Rauf Aregbesola to create alternative means of revenue generation for the State . She then warned them to avoid leakages of
the revenue.
In his address, the Chairman of Council Managers in the State, Mr Samson Odewale said it is a power donation which is for the good of the local governments and the people at the grassroots.  He, however, on behalf of all Council Managers promised total support and cooperation for the success of the programme.
Also speaking, the Chairman, Messrs Interspatial Consultant, Pastor Olamide Bolorunduro thanked the governor for his forthrightness at bailing the State out from relying on federal allocation which is not forthcoming. He therefore sought maximum cooperation from Council Managers for the success of the programme.
Highlight of the event was signing of the consent documents by the council managers .
Present were representatives of commercial banks, micro finance banks and  consultants.
