The Osun State government has injected about N500 million to promote Small and Medium Scale enterprises (SMEs), the Commissioner for Commerce, Industry, Cooperatives and Empowerment, Ismaila Adekunle Jayeoba-Alagbada, has said.
He told The Nation that the gesture is geared towards growing SMEs in the state, adding that government is building capacity as well as an enabling environment for small businesses to thrive. such as organising training in business management, succession and marketing plans.
He said government established four departments in the state’s Micro-Credit Agency for traders, artisans and those in agriculture and administration. The Commissioner revealed that the current administration has made available 35 hectares of land to establish an academy that will serve as an incubator for unemployed youths. Youths will under the platform acquire several skills on self-employment.
The idea according to him is to equip them with necessary skills to make them employers of labour in future.
Furthermore,Jayeoba-Alagbada said the importance government put on reliable data for economic planning made it to embark on biometric registration of all artisans and tradesmen to adequately cater for their needs.
On how to ensure standards, the commissioner explained that the launch of weights and measures in all markets across the state is to maintain standard across board.
According to him the current pragmatic administration of industrialization is viable as it has attracted private industrial investment to the state with the establishment of Omoluabi Garment Factory, which he said has since commenced full production.
He said: “A Business Support Centre has been established in the state capital in collaboration with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN). The core activities of the centre are the enhancement of the capacity of operators of Micro, Small and Medium Enterprises and entrepreneurial development of unemployed graduates and youths. This is sequel to the development of industrial estates across the state.”
He revealed that the Osogbo Industrial Estate has been fully developed and allocated to entrepreneurs. Jayeoba-Alagbada said the Ilesa industrial estate is virtually completed with all critical infrastructural facilities in place. Plots in the estate are presently being allocated to industrialists while the development of industrial estates in seven other locations across the state is in the pipeline, he added.
The commissioner said the state government in collaboration with the Bank of Industry (BoI), under the OSSG-BoI (MSME) Fund, provides financial support to cooperatives, industrial investors and operators of micro, small and medium enterprises.

Osun Spends N1.7bn On Drugs And Consumables

The Government of Osun on Monday said it spent N1.7 billion on purchased of drugs and consumables to ensure adequate healthcare delivery service in the state hospitals.
The Commissioner for Health, Mrs Temitope Ilori, disclosed this in an interview with the News Agency of Nigeria (NAN) in Osogbo.
She said the state government had fulfilled its promises in ensuring adequate healthcare service delivery to the people of the state.
Ilori said the state government spent a lot on the renovation of the hospitals and purchase of ambulances.
“In Osun now, we give tablets such as vitamin A, Deworming tablets, and blood tonics to pregnant women in our various hospitals.
“Also, the government works in collaboration with the Society for Family Health to reduce the incident of malaria in the state and other contagious diseases.
“The state government recently received an award from the Society for Family Health as the best performing state in the area of malaria prevention in Nigeria,” Ilori said.
The commissioner thanked, Gov. Rauf Aregbesola, for being proactive to the health sector.
He said the dredging of the waterways had help to reduce the incident of communicable diseases.
Ilori advised the people of Osun to be health conscious in the New Year, assuring that the government would remain committed to adequate healthcare delivery.

Osun Poll: Aregbesola Reads Riot Act To Troublemakers



Osun State Governor, Rauf Aregbesola, has warned that his government will not give room troublemakers who perpetrate mayhem to destroy the collective gains of the administration in the past three years.
He gave the warning on Monday night in a state-wide broadcast to the people of the state on the preparation for the forthcoming governorship election in the state.
Local government and governorship elections are to hold in the state soon.
Aregbesola said: “I also wish to remind us that this year, 2014, is an election year in Osun – the governorship seat will be up for contest. We must prepare for this.
“Election presents an opportunity for the people to choose their leaders and also reward or punish good or bad leadership. We must approach this task with this simplicity but with every sense of responsibility.
“We must seek to exercise our rights and protect these rights from encroachment, using the most civilised and legal means.
“But we must avoid violence and unruly conducts and we must not give room for any troublemaker who might want to use the pretext of election to perpetrate mayhem and destroy our efforts and collective gains of the past three years,” the Governor added.
While stressing that his administration will ensure that Osun State was made model of peace and tolerance, Aregbesola called on the citizenry to give more support and cooperation to his government to be able to deliver the dividends of democracy to them.
“Osun is a state which will be a model of peace and tolerance. I would like to say that religious, political and ethnic tolerance is the basic foundation of our Omoluabi heritage. We must promote this culture of tolerance and civilised conflict resolution with all our might.
“This is why we have decided to establish an Omoluabi Peace and Conflict Management Commission. This is to be a standing commission where communal, religious, ethnic or other social disputes can be resolved by a body of respected elders from across Yorubaland and even other groups.
“As we enter this great year of destiny, I pray that all our prayers will be answered, our joy will be full, our children will make us proud, our businesses will return excellent profits and our farms will yield bountiful harvests.
“We will not die in this New Year, we will live and enjoy the fruit of the land, in peace, in joy and in good health,” he pray.
Meanwhile, Aregbesola has named Justice Bola Ajibola as the head of the Omoluabi Peace and Conflict Management Commission to look into remote and immediate causes of communal clashes between the people of Oba-Ile and Oba-Oke in the Olorunda Local Government area and Ido-Osun and Ede communities in the Egbedore and Ede local government areas of the state.
The Governor told his people that the setting up of the commission was part of the strategies by government to ensure that peace reigns supreme in the state.
It would be recalled that on October 20, 3013 there was an outbreak of communal clash between the two communities leading to the death of two persons while several other sustained injuries.
Also, several houses were set ablaze, including the palace of Oloba-Oke of Oba-Oke, Oba Adams Iyiola.
The communities were embroiled in violent clash over land dispute.

Osun and the quest for continuity
 A social commentator, Idowu Ajanaku, writes on the developmental programmes of the Aregbesola Administration and the people’s quest for continuity in Osun State in 2015.
He, who comes to governance in Nigeria and wishes to be on the good side of history, must do so with a good dose of creative ingenuity mixed with the power of vision. He must come with candour laced with uncommon courage; to dare where angels feared to tread. And to leave impressionable imprints in the sands of time one must be propelled by policies and programmes that are people-oriented, pragmatic and purposeful as Ogbeni Rauf Aregbesola has done since November, 2010. But it does not come by mere wishful thinking. No!
The sterling factors that fuel such feats come from an inner nudge- to do one’s best and let history be the ultimate judge. Add these to some forms of divine touch; implicit belief in God the creator, a measure of righteousness and never forgetting the source of the rivers of fortune and the picture of the positive persona of our subject, Aregbesola seems complete. For a gubernatorial hopeful, who put all his faith in God during the trying years to reclaim his stolen mandate, and for a Nigerian male, who confessed openly that he had never philandered or strayed away from the arms of his loving wife and for a principled politician, who has remained steadfast and grateful to his political mentor Asiwaju Bola Ahmed Tinubu, unlike the generation of goats, there are several lessons to learn. As for his support for the Yoruba cause,the South-West integration and the progressives he has been consistently focused.
Driven by the will to win, against seemingly insurmountable odds, staked high against his frail figure, Argebesola came into office eminently qualified with a wealth of experience that spoke volumes about his sheer determination to make the desired change. For instance, as the erstwhile Commissioner of Works in Lagos state, the Centre of Excellence, the roads and bridges constructed during his tenure remain enduring legacies till this day. These as well as the solid infrastructure the admirable administration of Asiwaju Bola Ahmed Tinubu laid formed the foundation built upon by the current Governor Babtunde Raji Fashola-led administration.
Mounting the saddle as a critical thinker, he saw the need to reposition Osun within the constitutional framework of fiscal federalism that we all still dream about. So came: ‘The State of Osun,’ complete with its anthem and logo and the Omoluabi as the driving mantra for morality and responsibility in governance as well as a means for the citizens to have a sense of self-identity. Though back then lesser minds tried, vainly to rouse a rabble, they were soon reminded that before him Alhaji Lateef Jakande did the same in Lagos state. If Shehu Shagari as the then president did not bat an eyelid why should anyone now? And come to think of it-if we truly want to imbibe the doctrines of presidential democracy as the United States which we claim to emulate then each and every state needs such a distinct identity. Not just for its name sake but to imbue in the citizens self pride in what rightly belongs to them, rather than being seen as a mere appendage to an overlord of a federal government.
That singular rebranding of Osun state was a right signal of the ground-breaking and epoch-making achievements soon to be unfolded from the fecund mind of the man fondly called Ogbeni Aregbesola. He knew from the outset that he needed to assemble a team of top technocrats to drive his vision which took some thorough thinking through. It was that team that came up with the now hailed Six-Point Integral Action Plan.
And fully aware that no meaningful progress could be made in the absence of peace, communal peace and progress has reigned supreme in the entire state since the assumption of office of the administration in line with the sixth item on the Six-Point Integral Action Plan. At the inception of the administration, one major step taken in the line of enhancing justice and facilitating the judicial process was the institution of the Peace and Reconciliation Panel. That formed the platform for victims of “various acts of oppressive threats, intimidation and tyranny had been meted in the past went to table their plights. The intent of this, as defined and demonstrated by the administration, was not to punish, witch-hunt of black-list anyone; but to reconcile all opposing parties in every dispute and entrench peace process in the true spirit of Omoluabi.”
Before then there were series of communal conflicts and centrifugal forces mostly by chieftaincy disputes and/or land boundary disagreements. It would be recalled that the erstwhile PDP-led administration in the state put in place forceful enthronement of royal/traditional fathers in many communities where such stools should ordinarily be declared vacant. But these have since been amicably resolved. The Aregbesola-led administration pacified the aggrieved parties; letting them see the need for peaceful resolution rather than taking the laws into their hands.
One other area that deserves commendation is that of reducing to the barest minimum the culture of wanton waste that characterized local government administration in the state. It was the practice during the locust years of Oyinlola for PDP chieftains at the community level to grace the premises of local government council secretariats all over the state. That was especially on pay-days to collect unmerited salaries. The consequences were grave as that the councils were unable to achieve or execute impact-making solid infrastructure or put in place capital projects for the benefit of their people.
According to Osun Defender, “another area where local government councils were victims of compulsory deductions from their monthly statutory allocation from the Federation Accounts was the compulsory N1 Million deduction from the monthly statutory allocation coming to each o the thirty local government councils and the Ife East Area Office in connection with the Songhai Programme. These deductions were made for a period of more than a year.”The rip-off amounted to N31 million every blessed month! But Ogbeni by plugging such obnvious loopholes, has since restructured them from drain pipes to service pipes delivering goodies to the rural populace with accountability as the watchword.
Fully aware that sound education delivery would revolutionalize the thinking and actions of his people he took off on an illuminating platform. He had this to say on August 27, 2012 during the 21st anniversary of Osun State: Our focus is human development because it is humans that drive development, not machines…If our people have quality education, are gainfully employed and well fed, they will recreate their environment, create wealth and engender development. Our people are great and we have a history of greatness. Events since then have proved him right.
The introduction of the first-of-kind Opon Imo as the Tablet Of Knowledge is one of such giant steps taken. In specific terms, it has 63 e-books covering 17 academic subjects as well as the History of the Yorubas, Civic Education, Sexuality Education, enterprise education, Ifa teachings on morals with tips on passing SSCE and living a healthy and happy life. Furthermore, the test zone comprises over 40,000 UMTE and WAEC practice questions sand answers spanning over two decades. There are mock tests in over 50 subject areas packed full with 29,000 questions with relevant images numbering 825.
As rightly highlighted by Aregbesola during the launch of Opon Imo, it will enhance the students’ access to relevant texts “regardless of means, location or status.” Similarly, the students would be able to read ahead of their teachers on various subject areas. They could test their ability to grasp how much of the lessons taught has been fully understood.
Also important, is the economic implication to the government purse. As noted by the governor: “If the government was to buy textbiooks for 17 subjects,51 Audio Tutorials, and JAMB past questions for for ten years for the SS class students it would cost the government abot N50.25 billion”.
Interestingly, this laudable initiative is springing forth from where the late sage, Chief Obafemi Awolowo instituted free education in the defunct Western Region back in the sixties. The joy in it all is the focus of government on providing quality education right from the secondary school level, ‘the fruits of which would be visible in a decade or even less from now.’
Honestly,the current status of education in the country is far cry from what it should be. According a recent World Bank report, over 10 million Nigerian adults are stark illiterates while another 10 million of children of school age are out of school. It also decries a situation where there is a glaring disconnect between the supply of schools and the labour market.
In a similar vein, the recent Education for All global Monitoring Report from UNESCO made available in May 2013 during the World Economic Forum on Africa, says that if the mineral and oil and gas resources in the country were judiciously utilized in a transparent manner Nigeria would be able to take 2.4 million out of the about 9.6 million out-of-school children off the streets. The country was listed as one of the 17 developing ones that could effectively make access to education for 86 per cent of this category of disenfranchised youths.
Still on education, at the inception of the multi-campus Osun State University (UNIOSUN) in 2005/2006, the Oyinlola administration could not afford the means to finance and sustain simultaneously with theadded task of funding Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, co-funded with its partner Oyo State. Oyinlola’s turned to local government for compulsory imposition of levies deductible from source of the monthly statutory allocation from the Federation Accounts. At the beginning, the fraction deducted was 10 per cent. Later it was reduced to 5 per cent monthly. But the harm has been done already. Again Aregbesola has since brought sanity to that querulous area of running the tertiary institutions in the state.
.For long in the State of Osun, elections could not be held into local government councils. The issue at stake was to challenge the constitution of the State of Osun Independent Electoral Commission (OSSIEC). But on Friday, December 17, 2010, justice was dispensed through the judgment delivered by the Supreme Court of Nigeria.
On the infrastructural front various completed and ongoing local government feeder roads attest to the desire for true rural transformation. Many have been achieved through the World Bank/ FGN- assisted Rural Access Mobility Project (RAMP).They are still being executed in the state in tandem with the well thought out Six-Point Integral Action Plan.Worthy of mention also is the Rural Electrification. The efforts made so far in the area of rural urbanization are contained in the activities of the Urban Renewal Committee.
In a similar vein, the Lands, Housing and Physical Planning sub-sector has transformed the city of Osogbo in particular, which doubles as the host of the seat of the state capital. A lot of structures that were erected without proper planning have since given way to modern buildings. Before his coming, many residential houses were built anyhow and anywhere without approval from constituted authorities and without bathrooms, toilets and other conveniences; in gross violation of modern acceptable standards. Major roads linking Osogbo, Ikirun, Ila Orangun, Ede, Iwo, Ejigbo, Ikire, Ilesa and Ile Ife, Osogbo/Ikirun/Ila Odo/Erin Ile, Kwara State Boundary Road project as well as the Oba’s palace and Old Garage Area have enjoyed a face lift under the Urban Renewal Project. Indeed, the story has since changed for good.
Still on infrastructure, in Osogbo metropolis alone, there are three international markets including the Ayegbaju International Market, the Aje International Market and the Dagbolu which have been transformed beyond the dream of the residents.
Add all these to the paradigm shift to agriculture with O-YES project boosting food security, creating jobs and wealth for the teeming youths and one cannot applaud the political sagacity of Ogbeni Aregbseola. The acclaimed State of Osun has taken its rightful place not only as the economic hub of the South West but as model to others in the country. Osun’s transformation is no longer a dream but a sweet reality in only three years! Surely, he deserves another term to continue the good works he has started.

Osun State Police Command has assured that it will do every thing to ensure a smooth conduct of local government and governorship elections in the state this year. The state is expected to hold elections into its 30 local government areas before the end of April while governorship election is also expected to hold before September.
Commissioner of Police, Mrs. Dorothy Gimba, who spoke with newsmen in her office, said the police would not take side before and during the elections.
The police boss said: “The state police command has started strategizing and we shall continue to strategize to ensure that the conduct of elections in the state this year is devoid of crisis.”
She explained that the command had also increased its intelligence policing and evolved measures to ensure that it gives prompt response to all distress calls from residents of the state.
Gimba informed that the command had issued warning to all registered political parties in the state on the need to respect and conduct their activities within the dictates of the electoral laws.
She said: “We are poised to ensure that the local government and governorship elections coming up in few months time are conducted without disruption or infraction of the laws. We will be up and doing. We have increased our intelligence policing and ensure that
we work harder than before.
“We have also ensured that we hold regular meetings with the Independent National Electoral Commission (INEC), political parties along with other security agencies ahead of the election.”
She, therefore, called on members of the public not to hesitate to volunteer information on any threat to peace in any part of the state, assuring that such information would be treated with confidentiality.

When women groups endorsed Aregbesola for second term

No fewer than 100 women groups in Osun State have endorsed the state governor, Ogbeni Rauf Aregbesola for second term in office, saying he remained the best governor in the history of the state.
The women groups, including the market women association, artisans, women professional bodies, the 31 local governments and 332 wards women leaders of All Progressive Congress (APC) among others endorsed the governor at a public lecture and sensitisation rally on Women Participation in Politics held at the Freedom Park now named after late former South African President, Nelson Mandela in Osogbo.
The APC women leaders assured the governor of the continuous support of the women groups before and after the 2014 governorship election. They said the Aregbesola administration had brought women to prominence in political participation.
On behalf of the women groups, the APC state interim women leader, Alhaja Kudirat Fakokunde, said the women across the state gathered to throw their weight behind the second term ambition of the governor in recognition of his brilliant performance.
She noted that women have benefited immensely on many platforms from the Aregbesola administration, including the Osun School Feeding and Health Programme, O Meals, OYES and welfare package for the elderly in the state tagged “Agba Osun” which she noted was unprecedented.
According to her, the women through a qualitative health programme can now successfully give birth, noting that Osun State has the lowest maternal death rate in Nigeria.
The first lady, Mrs. Sherifat Aregbesola expressed gratitude to women for throwing their weight behind the second term bid of her husband, saying their prayers have been very helpful. She also thanked God for allowing the governor to carry out various life touching programmes.
Mrs. Aregbesola advised women to take the issue of cleanliness of their body and environment seriously so as stay healthy and be free from diseases. She also appealed to women to always create time to go for medical checkup for them to be able detect and guide against ailments, especially breast cancer that may not be noticed on time.
Also, at the programme which drew a large crowd of APC supporters, the deputy governor, Otunba Grace Titi Laoye-Tomori, said Ogbeni Aregbesola was the best governor, whom she said had taken the political rights and privileges of women seriously.
According to her, Aregbesola is the only governor in the history of the state that has appointed the largest number of women into the state Executive Council and other parastatals and agencies. A member of the House of Representatives, representing Irewole/Ayedaade/Isokan Federal Constituency, Hon. (Mrs.) Ayo Omidiran, said the women decided to endorse the governor for a second term because of his performance, especially his administration’s programmes on women and children.
Responding, an elated Governor Aregbesola, expressed appreciation for the recognition, assuring them of his commitment to issues of women and children. He said women play very critical roles in the society, particularly their role in the socialisation of the children and sustainability of the family. He said: ”In politics two categories of people are very important, women and young children, if they are with you, you can continue and if they are not with you, it is better to reconsider your position. Women’s support for us during and after electioneering process was responsible for our victory.”
Commissioner for Women and Children Affairs, Mrs Mofolake Adetoun Adegboyega, who was the coordinator of the event, explained that the programme was to sensitise the women on the need to participate actively in politics. She said most programmes of the administration have touched the lives of women and children.
Apart from local drummers and praise singers, Shola Allyson of Eji Owuro’s fame was on hand to render different inspirational and beautiful tunes about women’s virtues from her albums.

Prof. Bukola OyawoyeIn a bid to checkmate the perennial flood that has ravaged the State of Osun in the years past, the state government has expended a sum of N2 billion on the expansion of waterways and channels  in the state, Commissioner for Environment and Sanitation, Professor Olubukola Oyawoye, has disclosed.
Featuring on a programme  tagged ‘Newspoint,’ packaged by the Nigeria Union of Journalists (NUJ), Correspondents Chapel, Osun State, in Osogbo, she maintained that the proactive measure adopted by the government had saved lives and properties during the rainy season.
Oyawoye recalled that  six pupils were swept away in 2010 at Gbonmi area of Osogbo by flood while coming back from their schools and this caused tension among the parents and residents in the state.
While noting that the incumbent administration ,headed by Governor Rauf Aregbesola, places much premium on the protection of the environment, she assured that no natural disaster can befall the state, considering its preparedness and preemptive measures.
“Flooding was the order of the day when this administration came on board in 2011, but in the last three years of this government nothing of such has happened. The government has been able to expand over 120 kilometres of water ways in over 100 communities,” Oyawoye remarked.
She further stated “What the state government has spent could not be equated with what could have been lost in one day if the water ways have not been cleared”, adding that the virtue of the people of the state for changing for better in the area of sanitation must be commended.
Oyawoye argued that the urban renewal projects of the government was aimed at giving major cities in Osun a new look, saying that positive results of the government’s efforts  were already manifesting in terms of infrastructural development.

NEW YEAR BROADCAST: Reflections On Our Programme And Policies

RAUFMy dear great people of the State of Osun, I wish you and your families a happy, fulfilled and prosperous New Year. This year, 2014, by the grace of God, will be the best year for all of us and for our great state.
As we begin this great year, I reflect on the last year and even the last three years since the Almighty God, by His grace and mercy, brought me to this seat as your Governor. Permit me to say that the only reason why I aspired to be governor was to get an opportunity to improve the lot of the masses of our people.
I know how dehumanising poverty and lack of opportunities can be. I know how illiteracy can truncate the destiny of a person and a society.
This is why every day our focus as an administration has been (and is) on how to improve the lives of the majority of our people.
My firm belief is that government exists to protect life, liberty and pursuit of happiness, provide an environment for commerce to thrive, for the young and economically deprived to be educated, for the sick who cannot afford medi-care to be taken care of, for the provision of security for all, and for the enforcement of the rule of law and maintenance of law and order.
All of these must be premised on the truth that all men, regardless of means, religion or ethnicity, are created equal by God and must be enabled where they are unable to access the means for decent and humane existence.
The question I ask myself about any policy we propose to make is simple: ‘How will this benefit the poorest in the State of Osun’?
It is this philosophy that has guided and inspired all of our policies as your government. We put in place the O’Meals programme for feeding all elementary school children daily because we know that a large number of our people find it difficult to feed themselves and their children. We know that undernourishment and calorie deficiency is a major cause of physical and mental underdevelopment of children and young people.
It has been scientifically confirmed in many countries that provide lunch for their children in school that it significantly improves the academic performance and health of the pupils. We are finding this to be the case in our state.
Additionally, the programme has increased elementary school enrolment in Osun from 150,000 to 380,000 children. We now have the largest elementary school enrolment in the country.
Our O’YES scheme which started with the employment of 20,000 youths and additional 20,000 in the second phase, was a response to the criminal neglect of our young people, culminating in massive youth unemployment in our state and the nation.
Of importance to us on the ideological level is that we also needed to affirm that government has a duty to promote full employment and should do so by direct intervention in situations of emergency such as our nation is in today.
Our provision of ‘OPON IMO’ (THE TABLET OF KNOWLEDGE) which contains all the textbooks and teaching aids required in high school is because we know that most parents in the state simply cannot afford the cost of text books.
Again we believe that all of our children, regardless of the financial means of their parents, must have equal access to books and other materials for effective learning. The introduction of this electronic tablet is to bring our children, no matter how remote their location may be from the centres of digital advancement, to familiarity and currency with cutting-edge technology.
Our payment of monthly stipends to our elderly citizens who have no other means of income is also born out of our burning concern for the poorest and most vulnerable in our state. Today we can safely say that we are providing for any person over the age of 65 who has been certified by our enumerators as not having a means of income. No elderly citizen of Osun should die of neglect or want.
The same is true of our educational reform policy. You will recall that when I was sworn in as Governor in November 2010, the schools were in a shambles. Hardly any school in the state had facilities of any kind. We then called for an education summit, attended by great educationists and intellectuals of all persuasions.
Professor Wole Soyinka, our own Nobel Laureate, made time out to personally attend. The summit recommended a complete overhaul of our education system.
The most important conclusion of the summit was the restructuring of the system into three basic categories, Elementary, Middle and High schools. Grades 1–4 are the elementary school, Grades 5–9 are the middle school, while grades 10–12 are the high school.
In the high school, we focus on preparing the children for both internal and external examinations. Our plan is to build 20 new high schools, 50 middle schools and 100 elementary schools. Each of these schools will be equipped to state-of–the-art standards, especially with digital learning aids, electronic boards, functional and contemporary laboratory equipment, sports facilities, clean water and large power generators etc.
The only way to provide these facilities at affordable costs is to merge small poorly equipped schools into larger schools where all the facilities can be provided to large numbers of students using economy of scale to maximum advantage. This is what we have done.
Sometimes, this policy has been misunderstood and some have tried to mis-characterise the reforms as having a religious undertone. This is most unfortunate,wicked and untrue.
The philosophy of our education policy has been the development of a new man intellectually, socially and morally. This new man is placed in the centre of society and views his own development as part of and for the development of society.
This is a non-parasitic and non-oppressive man, who views his existence in the context of the growth of others; he views whatever he acquires to be subsumed in the overall interest of others. He is a man in himself and a man for society.
Let me say categorically that I, Ogbeni Rauf Aregbesola, will never use the trust and mandate of ALL Osun people, who are of all religions and beliefs, to advance the cause of one religion over another.
Every true Yoruba man follows the Omoluabi ethos. In every Yoruba family, we have Christians, Muslims and devotees of traditional religion. In Yorubaland, we do not play religious politics. That is contrary to our beliefs.
Our legendary political father, Chief Obafemi Awolowo, was a Christian, but his only sister, Alhaja Oyefeso, was a Muslim. He supported her in her faith till she died. I also have Christians in my own family; my sister’s children who live in my home are Christians. They go to church every Sunday
This is why, in Osun, we allow the celebration of the three major religions officially. We do not discriminate. At public events, we even encourage prayers from all the three religions.
There are some who may genuinely feel that the education reforms might affect their missions. This is an unfounded fear. Only an irresponsible person will attempt to rubbish or remove the legacy of missionaries in education in Osun and even in Nigeria. I attended mission primary and secondary schools here in Western Nigeria and I proudly display that on my resume.
But let me take us back into a bit of our fairly recent history. Everyone knows that mission schools were taken over by the government of the Western State almost 38 years ago. This means that since 1975, all mission schools were owned, funded and run by government. But the successive state governments ensured that the names of the schools were not changed, in order to maintain the legacies of the founding missionaries.
Therefore, as we rebuild the schools and expand their facilities, we also have not and will not tamper with their names. We believe that the missions and missionaries, who founded the schools, must be immortalised by retaining the names of the schools. For example, one of the completed middle schools in Osogbo is the Salvation Army Middle School at Alekuwodo.
I am also aware of the agitation of some missions to have schools returned to them. Although, as I have said before, the schools have been owned by governments since 1975, our administration is not foreclosing the prospect of returning some of the schools upon the completion of our new schools.
I wish to emphasise that this process can only begin upon completion of the schools we are currently and aggressively building all over the state. The process of return of schools must be well planned and executed because of the various implications, especially the fact that their ownership had changed almost four decades ago.
Osun is a state which will be a model of peace and tolerance. I would like to say that religious, political and ethnic tolerance is the basic foundation of our Omoluabi heritage. We must promote this culture of tolerance and civilised conflict resolution with all our might.
This is why we have decided to establish an Omoluabi Peace and Conflict Management Commission. This is to be a standing commission where communal, religious, ethnic or other social disputes can be resolved by a body of respected elders from across Yorubaland and even other groups.
The Commission is to be headed by the distinguished former judge of the World Court, H. E. Justice Bola Ajibola (SAN). The executive secretary is Rev. Ladi Thompson who is the special adviser to the President of Christian Association of Nigeria (CAN). These two eminent people will be supported by equally eminent and worthy people with diverse experience.
The Commission will hear petitions from individuals, religious organisations, communities, and other interest groups.
The Commission will invite petitioners or disputing parties for hearings with a view to resolving disputes amicably. The Commission will be established under the proper legal instruments and their recommendations will be considered for implementation by all relevant bodies in the state.
Our state must be known for tolerating every shade of opinions. I am by choice, training, and experience a democrat. I believe that the voices of the people must be respected, but we must air our differences, even of dissent, in the best tradition of Omoluabi.
In the past three years, we have worked hard to change the fortunes of our people and set our state on the path of greatness. We have touched every aspect of life and affected everybody for good. Our various policies have been felt by the old and young, men and women.
We have restored the pride of our people and the glory of our land in education, agriculture, commerce, transportation, information technology, security and industrialisation.
My administration’s most passionate desire is to produce food in sufficiently massive quantities to be able to feed our people, and then have surplus to process and sell. I am of the firm belief that food security is an essential foundation of any meaningful human and industrial development.
Accordingly, the policies we put in place have created wealth for our people and increased the fortunes of government as well. More people now have regular income and the revenue accruable to the government has increased.
This year will be the culmination of our efforts, as our various programmes will come to fruition. I am asking for your continued support and participation in order for us all to reap the full benefits.
I also wish to remind us that this year, 2014, is an election year in Osun – the governorship seat will be up for contest. We must prepare for this. Election presents an opportunity for the people to choose their leaders and also reward or punish good or bad leadership. We must approach this task with this simplicity but with every sense of responsibility.
We must seek to exercise our rights and protect these rights from encroachment, using the most civilised and legal means. But we must avoid violence and unruly conducts and we must not give room for any troublemaker who might want to use the pretext of election to perpetrate mayhem and destroy our efforts and collective gains of the past three years.
As we enter this great year of destiny, I pray that all our supplications will be answered, our joy will be full, our children will make us proud, our businesses will return excellent profits and our farms will yield bountiful harvests. We will not die in this New Year, we will live and enjoy the fruit of the land, in peace, in joy and in good health. Amen.
