MINISTRY OF SPORTS AND SPECIAL NEEDS
The Ministry of Sports and Special Needs was created on Tuesday, 18th July, 2023 from the defunct Ministry of Youth Sports and Special Needs. The Honourable Commissioner in charge of the Ministry is His Excellency, the Deputy Governor while the Permanent Secretary and the Accounting Officer of the Ministry is Mr. Isiaka Adegoke Yaya. It has four major departments namely:-
- Administration and Supplies
- Sports Development
- Special Needs
- Finance and Accounts

DEPARTMENT OF ADMINISTRATION AND SUPPLIES
The Department of Administration and Supplies is in charge of general administration of the Ministry. It is headed by a Director and supported by other able hands. The Department performs the following activities:
- scrutinizes all incoming mails and affixes priority necessary on them e.g urgent, very urgent etc;
- the department ensures the implementation and execution of Government policies;
- keeps an up to-date records of all members of staff;
- prepares the Annual Budget of the Ministry;
- checks unfiled correspondence and order investigation into delays in filing them;
- ensures that discipline is maintained at all times;
- ensures that the Ministry comply with due process and procurement act;
- advises on general administration matters;
- processes staffs leave request and other welfare matters;
- receives and responds to correspondence from other MDAâs; and
- keeps files and other records of activities in the Ministry and office inventories.
- the Department is made up of: the office of the Director, Administration and Supplies and the Open Registry and Confidential Registries.
DEPARTMENT OF SPORTS DEVELOPMENT
The Department of Sports plays the following roles for the success of the Ministry of Sports and Special Needs and the over all development of the State:
- the Department designs and formulates Sports Policies/action plans towards all round Sports Development of Osun State;
- organises Sports and games, seminars, training courses, clinics, meetings and ensures cordial relationship with the Sports Council to facilitate the participations of the State at both the National and International Competitions;
- relates with the Federal Ministry of Youth and Sports Development and Sport Federation on Sport development matters;
- supervises and co-ordinates the activities of the State Sports Councils.
SCHEDULE OF ACTIVITIES OF SPORTS DEVELOPMENT
- Construction of Stadium and other Sports Facilities:-
Construction/Renovation of Osogbo Township Stadium. Effort was made to complete the renovation of the Osogbo Stadium through fencing to prevent incursion into the stadium land. Also, the field was regrassed and sprinklers were introduced to enable it meet the Nigeria Football Federation (NFF) standard. However, the renovation has been suspended due to non-cash-backing of the fund approved for the project.
other 5 stadia across the 5 zones in Osun are still awaiting the attention of the State Government.
Monitoring and Supervision of the activities of the Sports Council which includes; formation of Sports policies for the smooth conduct of sporting events/activities in the State.
Participation at the following National Sporting Competitions:
National Sports Festivals which holds every two years
- Annual National Youth Games
Olympic Day Celebrations
- National Principals Cup
Other events as may be directed by the National/State  Government
All competitions are aimed at developing and engaging the Youths in the State meaningfully.
State Sports Festivals:Â
The Ministry has the mandate to organize State Sports Festival. This is with the aim of:
engaging our teeming Youths to use their talents positively and productively devoid of atrocity and criminal acts;
reducing Youthful restiveness in our society;
- strengthening the State preparation towards future National/International Competitions for improved performance among others.       Â
Monitoring of State Football Teams for effective and improved performance.
Serving as link between the Federal Ministry of Youth and Sports Development and the State.
ACTIVITIES CARRIED OUT TO DATE:
monitoring of the two (2) State Football Teams of Osun United and Osun Babes Football Club at their various National Leagues;
participation at the last National Sports Festivals held in Asaba, Delta State in 2022 tagged âAsaba 2022â between November, 30th and December 10th, 2022. The State won medals with significant improvement compared to the previous participation;
preparation towards State participation at the National Youth Games to be held in Asaba, Delta State in September, 2023 as well as the National Para-Soccer Competition in October, 2023;
embarking on various talent-hunt through development of sports programmes in the State;
Mr. Governor has approved the organization of the Inter local Government Amateur Boxing Championship tagged âIMOLE GIANT BOXING BELT 2023â. The Coordinator of BAMAY 1 Venture was given the mandate to source for Sponsor for the event;
the Ministry of Sports and Special Needsâ representatives accompanied the State Contingent to participate at the Zonal Elimination that took place in Ibadan (Ilaji Resorts) Oyo State from 16th-19th August, 2023, in preparation for the forthcoming National Youth Games scheduled for 7th -17th September, 2023 at Asaba, Delta State. The activities that took place were all on ball games like football, basket ball, handball, beach volleyball, hockey and cricket. Osun State qualified to represent the zone at the coming National Youth Game in the following sports: football (male); basketball (female) and hockey (female).
DEPARTMENT OF SPECIAL NEEDS:
The Department of Special Needs is an integral part of the Ministry assigned to facilitate support and the provision of social services to the vulnerable persons in the State. There are four sections in the Department namely:
- Care for Persons with Disabilities;
- Care for the Elderly;
- Evacuation and Repatriation of Destitute;
- Treatment/Rehabilitation of the Mentally Disordered Persons.Â
VISION OF THE DEPARTMENT OF SPECIAL NEEDS
The vision of the Department is to ensure that the vulnerables in our society namely: the Persons with Disabilities, the aged, destitutes and the mentally disordered are not discriminated against in our society due to their condition/circumstances.
MISSION OF THE DEPARTMENT
The Special Needs Department is created in order to render necessary assistance and help to the vulnerable groups in the State.
OBJECTIVE OF THE SPECIAL NEEDS DEPARTMENT
The Department aims at improving the welfare of the vulnerable groups in Osun State in accordance with the manifesto of the State Government.
THE PRIMARY ASSIGNMENT OF THE DEPARTMENT
The primary assignments of the Department include:-
- Implementation of policies and programmes necessary for all round development of the Persons with Disabilities;
- Retrieval/Evacuation of destitutes from the streets in the State, and re-integration of destitutes from other State with their relations;
- Treatment/Rehabilitation of Mentally Challenged;
Rehabilitation and provision of Vocational training for erstwhile mentally disordered Persons;
Initiating policies and programs for the Care of the Older Persons;
 Supervising the activities of the Elderly People Association of Nigeria (EPAN);
SUPERVISION OF OMOLUABI REHABILITATION CENTER, AT ILOBU
The Center is an institutional care and training for destitute after recovery from a broad clinical Psychiatric support services from the designated mental health hospitals.
Furthermore, the Center serves as a rehabilitation/treatment center for mentally challenged persons, especially those evacuated from the streets in large number.
Moreover, destitute such as beggars, waifs, strays evacuated from the street and outside the State are accommodated temporarily in the Center before they are repatriated to their homes in and outside the State. The Rehabilitation Center also serves as a Skills Acquisition Center for residential programme organized for Persons with Disabilities every year by the State Government.
ACHIEVEMENTS OF THE DEPARTMENT:
- The process of the Passage of Special Peopleâs Bill into Law is on-going.
- Repatriation of a destitute rescued by the men of Department of Security Service (DSS) to a Village called Alapansapa in Kwara State to her families.
- Distribution of Mobility Aids/Appliances to Two Hundred and Forty (240) Persons with Disabilities facilitated by the State Government to celebrate One hundred (100) days in the office. Items distributed included: wheel chairs, bowler caps, sunscreen creams, sunscreen soaps, thick albino umbrellas, guiding canes, leading midgets, elbow crutches, armpit crutches, hearing aids, urine bags, cotton wools, plasters, medical gloves, savlons, mentholated spirits, hydrogen peroxides, dettols, kygel creams, sudo creams e.t.c These items were distributed to the five (5) cluster groups of Persons with Disabilities, namely the visually impaired, hearing impaired, albinos, physically challenged, persons with spinal cord injury.
DEPARTMENT OF FINANCE AND ACCOUNTS
This department is headed by a Director of Finance and Accounts and it has three units namely:-
- Personal Emolument;
Other charges and Reconciliation;
Revenue.
The Accounts Department is saddled with the responsibilities of preparing staff salaries as at when due, operation of government Accounts in the Ministry, handling of payments on contracts as well as budget preparation.
FUNCTIONS:
- Keeping of Accounting records;
- Overseeing financial responsibilities of the Ministry in collaboration with the office of the Accountant-General;
- Collation of revenue and its payment into the Governmentâs coffers;
- Ensuring the disbursement of funds, proper monitoring and its retirement;
- Prompt rendition of all returns, Bank Reconciliation statements, Revenue and expenditure returns as prescribed by the regulations;
- Preparation of the Ministryâs staff salary and emoluments;
- Preparation of the Annual Estimates in conjunction with the Department of Administration and Supplies; and
- Work in conjunction with the Budget Department in order to obtain release warrant from the Ministry of Budget and Economic Planning.
OSUN CARES
Osun State Covid-19 Action Recovery And Economic Stimulus (Osun Cares) is a World Bank Intervention Programme put together to assist the vulnerable elders is in our society to survive the impact of the pandemic through the provision of palliatives in form of Cash Transfer. This Ministry is actively involved in the validation exercise on the data of beneficiaries of the social cash transfer. The exercise took our monitoring team to Local Governments where some of the beneficiaries shortlisted were physically sighted.
Goals of Osun Care:
to cushion the effects of Covid-19 pandemic in the State
to promote sustainable livelihood in order to arrest the long term cycle of poverty of the poor in the immediate time frame and contribute to local economic developmental plan;
To prevent environmental degration through awareness on mitigations against environmental pollution and climate change;
To create healthy environment through environmental sustainability awareness;Â Â
To inculcate in the beneficiary especially the youths, basic survival skills-financial literacy, healthy living, hygiene, sustainability.
