We read with dismay a report in The Punch of Wednesday August 16, 2017, in which one of the associations of retirees, the Forum of 2011/2012 Pensioners, led by one Mr Omoniyi Ilesanmi falsely alleged that the State Government of Osun paid political office holders who served between November 2010 and November 2014 the sum of N50 million each as severance allowance.
This allegation is preposterous, malicious and false in its entirety. It is absolutely unreasonable and ludicrous for anyone to suggest that a state government will give each political office holder a N50 million severance allowance at this period when every available kobo is being mopped to pay salaries and pensions, provide infrastructure and social services and run a modest government. It is even totally reckless and irresponsible for any newspaper to have published such bunkum. It is a new low for journalism.
For the avoidance of doubt, the severance allowance of political office holders has been set in accordance with the State of Osun Public/Political Office Holders and Revised Remuneration Package Law 2007, section 4 (1) and (2) schedule (B) which recommends 300 per cent of basic salary as severance allowance. This recommendation was also taken on advisement from the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) which recommends 300 per cent of basic salaries.
However, the State of Osun law referenced above has a proviso of beneficiaries having successfully completed a full term or on pro rata basis, after a minimum of two year period of tenure.
With this arrangement, only the governor and his deputy are entitled to N6.6 million and N6.3 million respectively. However, the governor returned his cheque to the treasury, having waved his right to earn salary since he assumed office. Two principal officers qualified for N4 million each, 15 political office holders received N3 million each, and while 18 others received N2.8 million each. This was over a year ago.
Governor Aregbesola demonstrated sensitivity to the financial situation in the state when he did not constitute a cabinet for more than two years. When he eventually did, he put ALL political office holders on half salary. How then could he have paid N50 million to each to political office holders as severance allowance?
Mr Ilesanmi and his ilk have embarked on a campaign of calumny against the government, hiding under the plight of pensioners, telling barefaced and egregious lies, making outrageous claim and inciting the people against the government.
He moves around with a motley crowd and they parade themselves as representing the whole company of dignified and respectable retirees in the state.
He has constituted himself into an insidious political opposition, riding on the sentiment of the sympathy and respect the larger society has for retirees and senior citizens.
Mr Ilesanmi and his group openly campaigned for the opposition party candidate in the 2014 governorship election in the state, hiding under the cloak of retirees. He used the same platform to openly campaign for the candidate of the same opposition party in the last senatorial election in the state, curiously only in the cities where election held.
This is an abuse of privilege and he should desist from this less than honourable path. As a private citizen, he is at liberty to join any political party and exercise his freedom of association and political participation as he deems fit. He should however not drag the respectable, decent and cultured Omoluabi retirees into his filthy political waters.
If he has any evidence that the State Government paid any sum beyond what is
quoted above, he should bring it up for the benefit of the public.
It is most regrettable that a national newspaper would willingly lend its platform to be used for propagating falsehood and deception. The hallmark of journalism is investigation. There would be a thousand and one claims as there are claimants, each with his or her own motive and sinister agenda.
It is the professional duty of a newspaper (that clearly impinges on its integrity) to investigate a claim and establish its truth before publishing, if it wants to serve the cause of truth and justice. It is a cardinal principle in journalism that while comments are free, facts are sacred. A newspaper that publishes a false claim assaults the sensibilities of its readers, betrays public trust and is an enemy of the open society.
The media are therefore enjoined to first investigate and verify any claim made by any group or individual before publishing in order not to drag its integrity in the mud.
The media and members of the public can always approach the Bureau of Communications and Strategy, Office of the Governor; Ministry of Information and especially the Ministry of Finance and Office of the Accountant General for clarification and relevant information on any (financial) matter.

Governor, State of Osun, Ogbeni Rauf Aregbesola has called on the Federal Government to assist state governments in the country to raise bonds to pay the the gratuities of state pensioners who voluntarily retired from the service to avoid contributory pension scheme.
 

 
 
Aregbesola also explained that the state government is incapacitated to pay pensioners in the state gratuity which is about N5bn stressing that the state government was not insensitive to their plight.
Aregbesola made the call while playing host to the Executive Secretary of the Pension Transitional Arrangement Directorate, Mrs Sharon Ikiazor who paid him a courtesy visit at the state secretariat on Monday.
 
He explained that the mass retirement of workers from the state civil service at the end of 2012 because they did not want to join the Contributory Pension Scheme placed a gratuity burden of about N5bn on the state.
 
Aregbesola noted that the state has been struggling and managing to pay salaries and pension because of the continuous decline of the nation’s economy as a result of the instability in the crude oil market.
 
The governor said: “It’s a pity we have found ourselves in the situation we are. Because many of them (pensioners) chose to leave the service at the end of 2012 because they did not want to join the contributory pension scheme, the state has a gratuity burden of about N5bn.
 
“As at the time they were leaving, the state was already struggling to pay salaries as a result of the sharp drop in the revenue accruable to the federal government.
“It started with a drop of about N600 million and it later jumped toN1bn. If we could not meet up with their gratuity in 2012, how could we do it in 2013 or 2014 when it was getting tougher? Or is it going to be now when there is still a lot of instability in the crude oil market?
 
Aregbesola said the call for the FG’s intervention in the payment of gratuity for the state pensioners through provision of bonds became imperative because state governments in the country are under serious financial burdens.
 
According to Aregbesola, the bonds which will be paid back by the state government with ease will go a long way in relieving the states of financial burden, ensure prompt payment to pensioners and as well boosting the nation’s economy as money will be in circulation.
 
The governor disclosed that a lot of states across the federation who have joined the Contributory Pension Scheme are finding it difficult to offset the huge gratuity of pensioners accumulated as a result of the mass exodus from the service because they did not want to join the new pension regime.
 
He said:”Because many of the workers did not want to join the contributory pension scheme, a lot of them exited the service at the same time, thereby making state governments to have huge gratuity responsibilities upon them.
 
“I believe the Federal government can assist the state governments in raising bonds which will be paid back with ease. With the bonds, the state governments can pay the gratuities of these pensioners, thereby injecting money into the economy and boost the economy in return.
 
“I believe we must do all we can to ease the sufferings of the people and this is a good avenue to inject money into the system. I urge the Federal government to assist in easing the burden of the states concerning this issue because I believe they have the capacity to do it”.
 
Speaking earlier, the Executive Secretary of the Pension Transitional Arrangement Directorate, Mrs Sharon Ikiazor stated that the directorate is in the state for the continuous pension verification exercise of federal pensioners. “We are here to carry out the usual verification exercise of federal pensioners and we are satisfied with the hospitality we have received”, she said.

Government of Osun has on Thursday described the allegation of the Forum of 2011/2012 Pensioners that the State paid political office holders between November 2010 and November 2014 the sum of N50 million each as severance allowance as‎ preposterous, malicious and false in its entirety.
 
 
Osun Government held that It is absolutely unreasonable for anyone to suggest that a state government will give each political office holder a N50 million severance allowance at a period when every available kobo is being used to pay salaries, pensions, provision of infrastructure and social services.
In a statement signed by the Media Adviser to the Governor, Mr. Sola Fasure, ‎Government noted that severance allowance of political office holders has been set in accordance with the State of Osun Public/Political Office Holders and Revised Remuneration Package Law 2007, section 4 (1) and (2) schedule (B) which recommends 300 per cent of basic salary as severance allowance.
Fasure also noted that the recommendation was also taken on the advice from the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) which recommends 300 per cent of basic salaries.

The Government of Osun has declared August 21 work free day to commemorate ‘Isese Day’ the annual festival of adherents of traditional religion in the state.
 

 
A statement issued by Adelani Baderinwa, the Commissioner for Information and Strategy, said that government declared the holiday to enable adherents of traditional religion celebrate their festival.
The statement was made available to journalists on Friday in Osogbo.
It quoted the commissioner as saying that Isese Day, also known as Traditional Worshipers Day, is the climax of festivities among adherents of traditional religion.
He urged adherents of traditional religion to celebrate the day in peace and avoid acts capable of breaching the peace.
The News Agency of Nigeria reports that the state government declared ‘Isese Day’ work free day in 2014.
The day is always fixed on Monday that precedes Friday of the grand finale of the annual UNESCO Osun-Osogbo Festival.

In a bid to boost food security, the Osun State government, in partnership with the World Bank has trained over 300 youths across the state on the FADAMA III programme.
Tagged FADAMA III AF Graduate Unemployed Youth and Women Support (FADAMA GUYS), the programme was designed to educate the youths on both theory and practical procedures in getting the best from various agricultural enterprises. The programme also focused on building the participants’ knowledge and capacity in managing their farming businesses if supported by the government.
 

 
The training programme afforded the participants drawn all council areas of state the opportunity to get first-hand training from experts in the agriculture sector. The participants were taught the rudiments of soil, fish farming, crop production, animal husbandry and other practical trainings as well as research experiments.
The programme, which held from July 17 to 28, also provided the participants a platform to write examination and business plans to be sent to the national headquarters of the World Bank in Nigeria to ensure they benefitted from the agency’s $200 million grant facilitated by the Osun State government.

At the closing ceremony held at the Conference Room of the Faculty of Agriculture, Obafemi Awolowo University, Ile-Ife, where certificates were presented to the participants, representatives of the state government and technical facilitators for the training took turns to advise them. The programme Manager, FADAMA III AF in Osun State, Dr. Ganiyu Adediji, said the training was the first step in selecting the beneficiaries of the World Bank grant.

According to him, only 200 out of the 300 that participated in the programme will be shortlisted to benefit from the $200 million World Bank grant to begin their own businesses based on what they had learnt during the two-week capacity building programme.
Dr. Adediji urged the FADAMA GUYS to be proactive, resilient and put in good use the knowledge they had gained from the experts in order to make an impact in the society and be of benefit to themselves and their immediate families.
He, however, praised Governor Rauf Aregbesola for sustaining the programme, warning participants against sharp practices when utilising the funds to be given them as support grants.
The Programme Manager and Managing Director of Osun State Agricultural Development Corporation (OSSADEP), Alhaji Mukaila Omisore, who noted that the benefits of boosting national food security could not be understated, said  a nation that is not capable to feeding its citizens is a failed entity. He, therefore, said Governor Aregbesola is in a right direction for creating a vibrant agricultural sector in Osun State.
In his speech, the Dean, Faculty of Agriculture, Obafemi Awolowo University, Ile Ife, Prof A.A. Amusan, expressed his appreciation to the Federal Government for supporting unemployed graduates and for providing opportunities for them to create jobs and guarantee food security for the nation. He also urged participants to carefully optimise the gains of their training.

Two of the participants, Adekunle Babatunde and Ajagun Jumoke, on behalf of others, expressed their readiness to make reasonable impact on the society.

Prof. Duro Oyedele and Prof. Akeem Tijani were among the training facilitators at the programme.

Governor of Osun, Ogbeni Rauf Aregbesola on Tuesday said if Nigeria wants a rapid economic development ,then there is the need to develop a rich data base that will contain the data and economic profile of every citizen.
 

 
 
He said part of the problem the nation is facing in its national life is the absence of an efficient data base or personality profile of every Nigerian.
 
Ogbeni Aregbesola stated these while playing host to the new state coordinator of the National Identity  Management Commission, NIMC, Mrs Omolara Idah who paid him a courtesy visit at the government house Osogbo.
 
He said the absence of a reliable data base for every Nigerian has made it difficult to effectively manage the financial transactions of Nigerians.
Aregbesola ,who explained that Nigerians are difficult to trace because of the absence of an harmonized data base, added that it has made it difficult for people to obtain loan facilities from banks and other financial institutions.
 
According to the Governor, “If we have an accurate information about Nigerians well stored that can be accesed at any time, then banks and other financial institutions that deal on trust will find it easy dealing with more Nigerians.
“Financial institutions will not be at a loss in trying to meet up with requests for facilities that people need to do business because they know that nobody can escape detection.
“Farmers and other artisans are mostly affected in this regard simply because most of them are not educated, they find it hard to access loans.
 
“If we want a rapid economic development of our economy as a nation ,then we need to develop and harmonize all data collection institutions in the country.
“Part of the predicament of our national life is the absence of an efficient data base personality profile of Nigerians both home and abroad”. He maintained.
The Governor then hinted the state coordinator of the NIMC that the state government is already doing something concerning collection of data of the people in Osun, explaining that it will be harmonized with that of the federal government so that people won’t need to carry too many identification cards around.
Earlier in her address, the state NIMC coordinator, Mrs Omolara Idah commended the state governor for the efforts taken on data gathering for inhabitants of the state.
While commending the governor on the infrastructural development of the state, Mrs Idah also lauded the state government in data gathering for its citizens.
“I commend you on efforts in trying to turn the fortunes of this state around, one can really see that you are in a hurry to develop the state.
“I also must commend you data gathering for citizens of this state, I want to use this medium to inform members of the public to come out and register their data so that they can have their numbers for identification.”. Mrs Idah stated.

The Ministry of Innovation, Science and Technology has commenced four  (4) weeks training  on Information Communication and Technology (ICT)  organised for Civil Servants in the State of Osun.
The event was declared open by the by the Commissioner for Innovation, Science and Technology Engineerg Oluremi Omowaiye.
Training which began  on 14th day  of August will end on 8th September 2017 as scheduled to hold between 3:00 pm and 5:00 pm.
Engineer Oluremi Omowaiye then enjoined the  participants to attend the training punctually.

The Commissioner for Local Government and Chieftaincy Affairs, Barrister Kolapo Alimi said that Ogbeni Rauf Aregbesola will never play politics with workers welfare.

Barrister Kolapo Alimi made this known today while interacting with the management and staff of Odo-Otin Local Government, Okuku.

The Commissioner explained that welfare of the workers is very dear to the present administration in the state saying that it was the economic recession that necessitated the current modulated salary.

Barrister Alimi enjoined workers to continue to support the programmes and policies of government. He prayed for economic recovery as better time awaits the entire workforce in the state

The commissioner reiterated the fact that power and positions are transient hence we should be conscious that we hold whatever post we found ourselves in trust and be of good conduct.

The Executive Secretary of Odo-Otin Local Government, Hon. Samson Oduoye appreciated the visit of the Commissioner to the Council and used the opportunity to itemize some of the projects he had executed which include provision of free eye glasses, renovation of health facilities among others.

The Council Manager of the Council, Mrs Fola Owolola pledged the continuous support of the workers in the Council to the present administration in the state.

The Government of Osun, has called on the people of the state to be vigilant and maintain the highest hygiene standard possible in the light of current reported cases of Lassa Fever in some states in the South West such as Lagos and Ogun.
In a statement signed by the Media Adviser to the Governor, Mr. Sola Fasure, government said there is however no confirmed case of outbreak of the fever in the state.
Government noted that the case of a corpse brought from Lagos, which death was linked to Lassa Fever,  was subjected to laboratory test and tested positive  to the fever but was buried before the autopsy report came out.
According to the statement, the State’s Ministry Of Health promptly put the relatives of the corpse on a 21-day surveillance but none of them exhibited any symptoms or signs of the fever.
Government also said that there is round the clock surveillance going on across all the local governments in the state to make sure that the people are protected, prevented and safe from the disease.
Government therefore directed that people should be on red alert and take necessary and proactive interest in what goes on around them so as to report any strange symptoms to the authorities on time.
The statement said inter alia: “It is to be clearly stated that currently there is no confirmed case of Lassa fever outbreak anywhere in the State of Osun.
“However, a corpse was brought from Lagos for burial in Osun. The case is linked with the three doctors also confirmed positive in Lagos. As at the time the corpse was released for burial after autopsy had been carried out, the laboratory result was not out.
“The result however came out as Lassa fever positive, after the corpse was buried . The state Ministry of Health however, put all the relatives of the said case on 21 days surveillance, and none showed any positive sign.
“Active surveillance is ongoing by the State and LGA team and all concerned
Lassa fever is an acute viral infection. The virus is transmitted from the faeces and urine of rats when they come in contact with food and the food is eaten.
This disease is associated with bleeding and can affect any age group.
“The incubation period, that is, the time from when contact is made with the virus and when its effects start to show on the body, is between 3 to 21 days.
Any person with severe illness, fever and at least one of the following signs: Bloody stools, vomiting blood and unexplained bleeding from gums, nose, private parts, skin and eyes should immediately go to a hospital.
“Any person who has unexplained illness with fever and bleeding OR died after unexplained severe illness with fever and bleeding should report or be reported to the nearest government hospital or health centre.
“The state government has put a surveillance system in place at all LGAs and State EPR Committee.
Residents are therefore required to be vigilant, maintain the highest hygiene standard possible, avoid contact with those affected and report illnesses and deaths emanating from the disease to hospitals and government health centres.
“More importantly, we should keep all food away from contamination from rats; and keep rats and other rodents from our homes or other places where they can come in contact with our food.”
